Role Outline:

The MEAL Officer will be responsible for monitoring, evaluation, accountability, and learning activities under the project, ensuring effective implementation, high-quality data management, and timely reporting. The officer will work closely with the M&E/MEAL Manager and field teams to ensure data integrity, program accountability, and learning for continuous improvement.

Job Description:

  • Develop MEAL frameworks, data collection tools, monitoring plans, and reporting templates aligned with project objectives and donor requirements.
  • Conduct regular field monitoring visits to verify the progress and quality of project activities.
  • Ensure accuracy, completeness, and reliability of project data through rigorous verification and validation exercises.
  • Conduct spot checks, data quality assessments, and analysis to ensure integrity of reported information.
  • Support field teams in implementing project-related meetings, trainings, and awareness sessions.
  • Utilize Logical Framework Approach (LFA) or other tools to establish project indicators, targets, and reporting formats.
  • Prepare monthly, quarterly, and annual MEAL reports, providing analytical insights and recommendations for program improvement.
  • Coordinate with field teams to standardize data collection, analysis, and reporting processes.
  • Contribute to the drafting and finalization of donor reports (narrative and financial) in collaboration with program teams and MEAL Manager.
  • Identify and document case studies, success stories, and lessons learned for internal learning and external reporting.
  • Support capacity-building initiatives, including the development of training materials and packages for staff and partners.
  • Promote MEAL awareness among program teams, fostering a culture of accountability, learning, and data-driven decision-making.
  • Ensure feedback and complaints mechanisms are functional and addressed in line with humanitarian standards.
  • Perform other duties assigned by the MEAL Manager.

 

 

Job Requirements:

  • Master’s degree (or equivalent) in Social Sciences, Statistics, International Development, Humanitarian Studies, Gender Studies, or related fields.
  • Minimum 4 years of experience in MEAL, M&E, or related roles in humanitarian or development projects.
  • Experience working with national or international NGOs, preferably in disaster response or emergency projects.
  • Familiarity with UN or donor-funded humanitarian programs is highly desirable.
  • Strong understanding of results-based management, monitoring and evaluation methodologies, accountability, and learning practices.
  • Excellent data collection, analysis, and reporting skills, with the ability to synthesize complex data into actionable insights.
  • Strong analytical, problem-solving, and report-writing skills.
  • Ability to work under challenging field conditions and travel frequently within project areas.
  • Strong interpersonal and communication skills, with the ability to engage effectively with communities, partners, and stakeholders.
