JOB DESCRIPTION AND TERMS OF REFERENCE FOR MISP TRAINING CONSULTANT

Project Title: Emergency Flood Response in Khyber Pakhtunkhwa Province, Pakistan

Training Title:

1. Minimum Initial Service Package (MISP) for Sexual and Reproductive Health (SRH) in Emergencies

1. Background

Beginning in late June and lasting through mid-September, Pakistan faced its worst monsoon flooding in four decades, which significantly increased the vulnerability of women, girls, and others at risk groups. In such situations, access to essential Sexual and Reproductive Health (SRH) services is often disrupted. The Minimum Initial Service Package (MISP) for SRH provides a set of life-saving priority actions required at the onset of emergencies to prevent excess maternal and newborn morbidity and mortality, mitigate gender-based violence risks, and ensure continuity of SRH services. Strengthening district capacities particularly through training frontline health workers is essential to improving SRH preparedness and response in KP province.

2. Objectives

The MISP Trainer will:

• Build participants’ understanding of the six MISP objectives and related priority services, in alignment with global standards and Pakistan’s national SRH and emergency health guidelines.
• Strengthen the capacity of health workers to deliver lifesaving SRH services in disaster-affected areas.
• Improve SRH coordination with the district health departments, and other humanitarian partners.
• Equip participants with practical skills to adequately prepare for SRH service provision in an acute emergency and apply MISP actions during real emergencies in Pakistan.

3. Scope of Work

The consultant will:

• Review and contextualize standard MISP training materials based on Pakistan’s health system, national guidelines, and provincial SRH protocols.
• Develop/finalize the training agenda, presentations, exercises, and handouts.
• Conduct pre- and post-training assessments.
• Deliver training sessions covering the MISP objectives including:
  • Coordination mechanisms in Pakistan (Health Cluster, PDMA, provincial DoH, district health authorities)
  • Prevention of sexual violence and clinical management of GBV survivors in line with national protocols
  • Maternal and newborn health in emergencies, including safe delivery and referral pathways
  • Contraceptive availability, method mix, and continuity of FP services during disasters
  • STI/HIV prevention and IPC in humanitarian settings
  • Forecasting and managing SRH kits (e.g., UNFPA emergency SRH kits)
  • Planning for transition from MISP to comprehensive SRH services
• Facilitate practical exercises, case studies, and emergency simulation scenarios.
• Share training modules and requirements with logistics team for printing & arrangement in time.
• Collect participant feedback.
• Prepare a comprehensive training report.

4. Deliverables

• Contextualized training materials for emergency affected areas of KP province.
• Pre- and post-training evaluation.
• Detailed training report with findings, challenges, and recommendations for future capacity building to be submitted 1 week after the completion of training.

5. Qualifications and Experience

• Master’s degree in public health, Medicine, Midwifery, Nursing, or a related field.
• Certified MISP trainer OR demonstrated experience conducting MISP trainings in Pakistan or similar contexts.
• Minimum 5 years of professional experience in SRH programming or humanitarian health.
• Strong knowledge of Pakistan’s health system, provincial health structures, and SRH service delivery pathways.
• Experience working with UN agencies, NGOs, and Health Cluster coordination.

Excellent facilitation, communication, and report-writing skills in English; knowledge of Urdu and/or regional languages
