Position Objectives:
-
The Finance Officer will ensure effective financial management, compliance, and accountability of all interventions in Health, WASH, and MPCA for conflict and flood-affected IDPs in Bajaur. The position will provide oversight of financial systems, cash transfer processes, budget monitoring, and donor reporting, while ensuring compliance with PRCS, IFRC, and donor financial standards.

Ensure strict compliance with NoRC, IFRC, donor, and PRCS financial policies and procedures.
|

Maintain accurate and transparent financial documentation in line with archiving and audit requirements.
|

|
Establish and monitor strong internal control systems, including segregation of duties.
|
5
|
Review and validate project transactions to ensure accuracy, completeness, and timely posting in the accounting system.
|

Support internal and external audits by providing required documentation and clarifications.
|

Budgeting & Financial Analysis
|
8
|
Support program teams in budget preparation, forecasting, revisions, and reallocations in line with donor requirements.
|

|
Conduct variance analysis (budget vs. actual expenditure) and provide recommendations for corrective actions.
|

|
Prepare and share periodic financial dashboards, analysis, and reports for decision-making and donor compliance.
|

|
Track expenditure trends across Health, WASH, and MPCA interventions, identifying risks of under/overspending.
|

|
Cash & Voucher Assistance (CVA/MPCA) Oversight
|
13
|
Lead reconciliation of cash and voucher transfers, ensuring accuracy, timeliness, and compliance with SOPs.
|

|
Monitor third-party Financial Service Providers (FSPs) against KPIs, contractual obligations, and donor requirements.
|
15
|
Participate in cash/MPCA workstream meetings to review distribution plans, risk management, and reporting.
|
16
|
Provide financial analysis on MPCA processes (cost-efficiency, cost-effectiveness, and delivery mechanisms).
|
17
|
Track funds received, disbursed, and remaining under Health, WASH, and MPCA components, providing regular updates to management.
|

|
Monitor sweepback transactions, ensuring proper documentation and reconciliation.
|

|
Identify financial risks in CVA operations and propose corrective measures.
|

Coordination & Capacity Support
|

|
Provide financial guidance and training to program and field staff on donor compliance, budgeting, and reporting.
|

|
Liaise with donors, partners, auditors, and other stakeholders on financial matters.
|

|
Support senior management in decision-making by providing timely financial updates, forecasts, and risk assessments.
|

Education
|
|
Master’s degree in finance, Accounting, Business Administration, or ACCA (part/qualified/qualified).
|

Experience
|
|

Minimum 3 years of relevant experience in financial management, including cash/voucher assistance (CVA/MPCA).

Prior experience with ECHO-funded projects or EU donor compliance is strongly preferred.
-
Experience with the Red Cross/Red Crescent Movement is an advantage.
-
Experience in working with INGOs, UN agencies, or government counterparts in humanitarian finance is desirable.

Strong proficiency in MS Office (Excel, Word, Outlook) and financial/accounting software.

Advanced skills in financial analysis, reporting, forecasting, and donor compliance.

Excellent knowledge of ECHO/EU financial rules and compliance standards.

Strong analytical, problem-solving, and decision-making skills.

High integrity, professionalism, and ability to maintain confidentiality in handling sensitive financial data.

Excellent interpersonal and communication skills for coordination with internal teams and external partners.

Fluency in English, Urdu, and Pashto (spoken and written).
