Vision Health Care Foundation (VHCF) invites proposals from qualified architectural and engineering firms to provide comprehensive planning and design services for a community hospital project to be established on 1 acre of land in Chakki Village, Tehsil Pindigheb.  Attock district.

Scope of Work:

• ● Architectural Design:

• Master site plan and layout

• Floor plans (including OPD, IPD, diagnostics, pharmacy, admin, utilities)

• Elevations and 3D renderings

• Landscape and parking design

• Accessibility and patient flow planning

• Work Plan & Methodology:

• Detailed Gantt chart/schedule for all deliverables

• Team composition and responsibilities

• Timeline with milestones and dependencies

• Engineering Calculations & Utility Integration:

• Solar power system sizing and integration

• WAPDA electricity load calculations and backup planning

• Water supply, waste management and drainage systems

• Detailed BoQ (Bill of Quantities):

• Itemized cost estimation for civil, MEP, and external works

• Material specifications and quantities

• Cost-effective and durable material recommendations

• ● BoM (Bill of Materials):

• Itemized list of all required materials with specifications

• Vendor neutrality for procurement

• Consideration of local availability and durability

• ● Compliance & Sustainability:

• Compliance with Punjab Building Codes and healthcare facility regulations

• Incorporation of green building practices and energy efficiency

• Proposal Submission Guidelines:

• Eligibility Criteria:

• Proven experience in healthcare or public infrastructure projects

• Valid registration with PEC/PCATP (as applicable)

• Demonstrated capacity for design, utility, and costing integration

• Strong portfolio in rural development or hospital architecture preferred

• Evaluation Criteria:

• Technical Approach (30%)

• Past Experience & Portfolio (20%)

• Team Qualification (15%)

• Financial Proposal (25%)

• Timeline Commitment (10%)
