General Position Summary

The IPC Specialist will directly implement and manage the “capacity building” of healthcare providers and health facility staff in the 06 program districts of the country. The IPC Specialist will provide the overall management and coordination of Infection Prevention and Control (IPC) activities. He/she will coordinate with the field teams to ensure that the program meets its targets and deliverables on time, to the required level of quality, and within the budget. He/she will be responsible for manual and IEC material development for IPC and CMCT training and awareness-raising. He/she will be responsible for the coordination and meetings with district-level stakeholders.

The IPC Specialist will lead technical planning, implementation, and quality control for IPC activities in the districts.  He/she will organize and conduct the training sessions in the selected health facilities of 06 districts.  The IPC Specialist will support the Project Manager for overall project implementation.

Essential Job Functions

  • Develop/adapt/Revise/Improve the training curriculum of Infection Prevention & Control (IPC), Combined Management of Covid and TB (CMCT), Sanitary worker training on IPC and Solid Waste Management etc, in consultation with key stakeholders including but not limited to SR. Manager TB program MC, Pakistan, National and Provincial TB Control Programs, WHO, etc.  
  • Coordination with key stakeholders for timely and smooth execution of the project activities.
  • Inception/kickoff meetings at the National, Provincial and district levels with all key stakeholders.
  • Capacity assessment and building of project staff reading the technical knowledge and execution of IPC activities.
  • Plan, manage and delivery of IPC and Combined Management of Covid and TB (CMCT) trainings for healthcare providers and sanitary workers at the district level.
  • Capacity building of selected healthcare providers from GP clinics and sanitary staff on IPC and CMCT in the identified private and public hospitals
  • Proper coordination with procurement, Finance, Admin, and logistic team for timely completion of all the processes including the procurement for the execution of the IPC training. 
  • Development of training guidelines for IPC and CMCT training.
  • Ensure that the Project Manager is kept regularly informed of all matters relevant to the IPC including the preparation of regular reporting and the production of program work plans.
  • Establish and maintain effective program reporting, monitoring, and evaluation systems in coordination with the field staff.
  • Assist Project Manager in timely submission of weekly/monthly/quarterly progress reports on all the IPC activities undertaken in the respective districts.
  • Support and coordinate with the M&EOs for the monitoring in relevant districts.
  • Prepare the presentation and representation at external and internal forums and meetings as and when required.
  • Support the Project Manager in the day-to-day project activities.
  • Frequently travel (60% time) to project sites in all 6 districts across Pakistan for direct execution of the project activities.
  • Any other task or responsibility assigned by the Project Manager

Security
  • Follow all MC SOPs on Safety and Security while conducting the activities in the assigned areas of the catchment of Population.
  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.

Supervisory Responsibility

NA (Technical supervision of Program Officer IPC)

Accountability

  • Reports Directly To: Project Manager C19
  • Works Directly With: District Field Supervisors, Community Mobilization Officers, M&E and in close coordination with Sr. Program Manager TB, Procurement, HR, and Finance teams

Knowledge and Experience

MBBS (preferably) and/or Master’s in public health or related discipline with at least five years of relevant project implementation experience in NGO sector. Experience in public health programs, specifically in the areas of Infection Prevention, TB  and Covid 19 Management is desired. Fluency in written and spoken English, and excellent writing skills. Must be proficient in computers, especially Excel, Word and PowerPoint. Excellent planning and time management skills and knowledge of financial matters and procurement procedures will be an asset.
