Background

Project Background
The Graphic Designer is a consultant position based at the Islamabad office of Pathfinder for the USAID-funded Building Healthy Families (BHF) project. BHF seeks to improve health outcomes in Pakistan by strengthening primary health care systems to encourage the use of voluntary family planning (FP) and reproductive, maternal, newborn, and child health (RMNCH) services. The project works closely with Sindh and Khyber Pakhtunkhwa provincial governments and private-sector providers to assist the Government of Pakistan in achieving its FP2030 goals. The project is implemented by Pathfinder and its partners, including Chemonics, Greenstar Social Marketing, and the Rural Support Program Network (RSPN).
The Graphic Designer will play a critical role in designing and developing high-quality, culturally appropriate, and visually appealing communication materials, reports, project updates and other products that will support the project's goal and objectives.
Scope of Work (SOW)
The person will be responsible for following tasks:
1. Understanding Design Needs:-
a. Collaborate with project team members to understand the objectives, target audience, and key messages of the project.
b. Conduct research to gather insights on cultural preferences, literacy levels, and design aesthetics that resonate with the target audience.
2. Design Development:
- Create a variety of graphic materials, including but not limited to brochures, posters, social media graphics, infographics, booklets, and educational materials, and project reports.
- Ensure that all designs are in line with the project’s branding guidelines and are culturally appropriate.
- Work on digital, broadcast, and print media designs
- Execute tasks along with a broad range of media that includes computer[1]aided design (CAD), pictorial representation, and graphic presentation.
- Exhibit designing competencies by preparing rough sketches for the assignment.
- Define and manage social media campaign on various social media platforms
- Develop content for website(s) and social media posts.
- Understand the campaign strategy and highlight key terms, hashtags.
- Monitor, track, and evaluate campaign performance.
3. Review and Feedback:4. Finalization and Delivery:
- Present initial design concepts to the project team and stakeholders for feedback.
- Incorporate feedback and make necessary revisions to ensure the materials meet the project's standards and objectives.

Finalize all graphic materials with the BHF communication department, ensuring they are print-ready or optimized for digital dissemination.

Provide all design files in required formats (e.g., PDF, JPEG, PNG, AI).
Required Qualifications:
1) Master’s or bachelor’s degree in graphic design, Visual Arts or a related fields.
Performance Period
The scope of work will take place over approximately 9 months, from the date of the contract award, with an estimated level of effort of 84 days.

Modification
If at any time prior to award Pathfinder deems there to be a need for a significant modification to the terms and conditions of this RFP, Pathfinder will issue such a modification as a written RFP amendment to all competing offerors. No oral statement of any person shall in any manner be deemed to modify or otherwise affect any RFP term or condition, and no offeror shall rely on any such statement. Such amendments are the exclusive method for this purpose.
Resulting Award
As a result of this solicitation, Pathfinder anticipates engaging a single independent contractor/company. Pathfinder reserves the right to split the SOW and make multiple awards.
Any resulting contract will be subject to the terms and conditions contained in Annex B. Part B of this annex will only apply to USG-funded assignments.
Payment Terms
Pathfinder anticipates entering into a fixed-price contract with the selected contractor. Payment will be made according to milestones.
Proposal Guidelines and Instructions
Offerors will be required to submit two proposals, electronically, one a technical proposal and the other a cost proposal. All proposals must be signed and valid for a minimum of sixty (60) days.
Your proposal should provide basic information about your Individual and relevant service offerings. It should have a section addressing each of the following areas:

(c) Technical Approach (offeror will be evaluated based on their responsiveness to the Scope of Work)
(d) References
(e) Relationship disclosure and mitigation plan

Provide a general description of the offeror in terms of domestic and international experience.

Briefly summarize the offeror’s qualifications and experience of the activities described in the scope of work also as per criteria.

Offerors pricing should be based on the following:

Evaluation Criteria
In evaluating the proposals, Pathfinder International will seek the best value for money rather than the lowest priced proposal. Pathfinder will use a two-stage selection procedure:

Relevant Educational Qualification:
Master’s or bachelor’s degree in graphic design, Visual Arts or a related field. A master’s will get full marks and Bachelor's degree will get 4 marks.

Professional Experience:
Minimum of 10 years of professional experience in graphic design, preferably in the health communication or development sector.

The portfolio should be submitted in pdf format, with relevant links to website, posts, videos etc. included. On the basis of the portfolio submission, the relevance and quality will be evaluated:

Excellent understanding of branding, design principles, typography, color theory, and layout (10 marks – 2 for each).

Proficiency in design software such as Adobe Creative Suite (Photoshop, Illustrator, InDesign, Premiere Pro) assessed of shortlisted Top (05) candidates in a timed test. (no marks in evaluation whilst shortlisting)

10 marks – 2 marks max for excellent quality for each component. 1 mark if the criteria is fulfilled, however low quality.
No marks for evaluation when shortlisting. However candidates should be aware, their skills will be tested at a later stage.

Pathfinder is not bound to accept the lowest or any proposal and reserves the right to accept any proposal in whole or in part and to reject any or all proposals.
Pathfinder shall not be legally bound by any award notice issued for this RFP until a contract is duly signed and executed with the winning offeror.
Terms
Pathfinder reserves the right to cancel this solicitation at any point and is under no obligation to issue a subcontract as a result of this solicitation.
Pathfinder will not reimburse any expenses related to the preparation of any proposal related materials or delivery.
Agreement
Any resulting contract will be subject to the terms and conditions contained in the annex. See Annex A
