CHILD SAFEGUARDING:

Level 2: either the post holder will have access to personal data about children and/or young people as part of their work; or the post holder will be working  in a ‘regulated’ position; therefore a police check  will be required (at ‘standard’ level in the UK or equivalent in other countries).

ROLE PURPOSE:

The Project Manager will be responsible for the planning, organizing implementation, monitoring and coordination of UNICEF funded  integrated Child Protection and MNCH project through nationwide strategic policy engagement. He/She will be responsible for the said project’s management with support from project team and PKCO team at national level and maintain good coordination at both national,provincial and at district level with relevant stakeholders in Health department & Nutrition Cell/Directorate and Child Protection thematic areas.

KEY AREAS OF ACCOUNTABILITY:

Programme planning and implementation

  • Ensuring effective project management of the UNICEF funded project by maintaining the delivery of appropriate technical, operational, financial, and administrative outputs, while tracking the project progress through monitoring, evaluation, and reporting.
  • Technical support to implement the activities of the project, to ensure the implementation in accordance to proposal guideline and standard.
  • Managing and coordinating the implementation of the multisectoral activities based on the relevant project documents, including, as needed, supervision and guidance of project staff with a view to achieving project results.
  • Developing comprehensive/detailed project work-plans with corresponding milestones in consultation with the project team, relevant TEs and operations team members.
  • Mobilizing goods and services to support project activities, including drafting TORs and works/product requirements and specifications.
  • Ensuring adherence of project activities to the existing financial, procurement and administrative processes that are in line with prevailing SCI rules and regulations and, at the same time, observing the project timelines.
  • Supervise the project team in conducting needs assessments, survey, monitoring, etc.
  • Keep close coordination with relevant stakeholders (Govt. line departments, district administration, clusters, and others at the district, provincial and national level)
  • Organize capacity-building events (training, workshops, orientations, sessions, etc.) where required, for relevant stakeholders with the technical support of T.Es, and Area Directors.
  • Coordination with Logistics, Admin, Finance, Award departments for cash projection, procurements, timely payments, and budget reviews and phasing.
  • Report all technical and non-technical related issues in the field in a timely manner and follow up on the procedures.
  • Conduct monthly and quarterly project planning, review, and progress meetings with project team and donor.
  • Report any security related or other incidents in the field that may interrupt activities directly to DCD, and Security Manager.
  • Oversee compliance of all program activities with Save the Children national and global policies and procedures and with relevant donor regulations and agreements.
  • Support monitoring, evaluation and research activities of the program.
  • Compile narrative reports and support awards team in compliation of financial reports where needed for timely submission to donor.
  • Perform any other task relevant to the role.

Technical support and quality assurance:

  • Maintain regular coordination and technical support from UNICEF technical team in regards to CP and maternal, neonatal and child nutrition.
  • Jointly with Advisor CP&CRG and H&N Advisor, lead development/adoption of technical guidelines/protocols for planned CP and Nutrition interventions. 
  • Jointly with UNICEF, MEAL Team and TEs set quality standards for CP; H&N and ensure implementation.

Children Participation and Child Rights Programming

  • Include SC approach to child participation in all project work, wherever practicable, and seek to develop and incorporate child-friendly methodologies to promote child participation in project implementation.
  • Apply in all project work approaches to child- rights based programming, diversity / non-discrimination, children as stakeholders, impact assessment, and organisational learning.

QUALIFICATIONS 

  • Masters Degree in Development Studies, Project management or related field.

 

EXPERIENCE AND SKILLS

Essential

  • 5-7 years of experience working in development sector.
  • At least 4 years of project management experience with good understanding of the project cycle, including project implementation, monitoring and design of project frameworks.
  • Prior working experience with federal or provincial government, specifically health and social welfare departments and national/international non-governmental organizations (INGOs) is desirable
  • Thematic expertise or experience in Child protection, Maternal, Newborn, Child, and Adolescent Health and Nutrition in context of Pakistan is desirable.
  • Familiar with advocacy and policy engagement with parliamentary forum, government actors, I/NGOs and multisectoral stakeholders is considered an asset.
  • Excellent understanding of finance, budget preparation and grants management.
  • Excellent skills in facilitation, team building and coordination.
  • Demonstrated ability to lead project teams to meet objectives in and across multiple program areas.
  • Ability to develop and maintain productive working relationships with government departments and other implementing partners.
  • Proficiency in relevant data collection and analysis.
  • Fluency in English; Excellent oral and written communication skills.
