U.S. Mission Pakistan is seeking applications from qualified individuals for Engineer (Maintenance Supervisor) position in U.S. Consulate General, Lahore.
Basic Function of the Position – Under the supervision of the Facility Manager, the incumbent is responsible for overseeing and inspecting all work elements of Electrical, Mechanical, Civil and Architectural construction works, reviewing and updating shop drawings and other construction plans, and developing and managing construction project initiatives for the Lahore Consulate Compound. The incumbent is also responsible for maintenance and upkeep of all building structures, facades, roofs, finish work, grounds, and janitorial of the Consulate and provides maintenance support to off compound commercially leased and owned residences and government own office buildings, and workshops. The incumbent directly supervises 20 LE staff members and oversees over 10 contractor staff on a daily basis. The incumbent assists in maintaining post’s Computerized Maintenance Management System (CMMS) known as Global Maintenance Management System (GMMS), in conjunction with post’s Work Control Clerk to ensure that planned preventative service events and unscheduled events are recorded/documented in the CMMS and closed out when they are completed. The incumbent prepares weekly, monthly and annual status reports, documenting performance and efficiency with recommendations to the Facility Manager for scheduling outages for preventive maintenance, major overhauls, or replacements.
The incumbent develops Statement of Work (SOW), Government Cost Estimates (GCEs) and other contract requirements. Develops and monitors contract procurement documents for outsourced service contracts, minor repairs, major overhauls, or equipment/system replacement which includes written scopes of work, construction drawings, specifications, bill of materials, and independent government cost estimates. The incumbent also serves as a Contracting Officer’s Representative (COR) or as Government Technical Monitor (GTM) for Post managed contracts, as delegated, to monitor contractor performance for products and services outlined in the SOW and other contract requirements.
Qualification Requirements:
EXPERIENCE: Minimum five (5) years of experience leading facility management operations at a manufacturing plant, major resort, hospital, office complex or a large university/school system managing a preventative maintenance program that incorporates and utilizes a Computerized Maintenance Management System (CMMS) to track scheduled and unscheduled maintenance requests and their related expenses is required. The incumbent’s work experience must demonstrate a progression of increased responsibility throughout their career, including developing scopes of work, construction documents (plans and specifications) and cost estimates for new construction projects, building repairs, equipment overhauls, and equipment replacement schedules. Minimum one (1) year of experience in management and supervision of skilled tradespeople is also required.
EDUCATION: Completion of a University Degree (16 years of education) in Electrical, or Architectural, or Mechanical or Civil Engineering, or Construction or Facility Management from an accredited institution is required. The degree curriculum must be in a school of professional Architectural or engineering with curriculum accredited by nationally or internationally recognized accreditation board or equivalent host-country Architectural and engineering board.
Job Knowledge: The incumbent should know building maintenance, engineering, architectural and construction best practices and code requirements. Should know basic mechanical and electrical theory. Expertise in contract management, maintenance and upkeep of all building structures, and construction management. The incumbent must be able to develop knowledge of local construction companies, contractors and supply stores that can provide material and/or service support for systems within his/her area of responsibility. Must be able to have detailed technical knowledge of all systems within his/her area of responsibility. Must be able to gain knowledge of various types of local construction contractors and supply stores that can provide materials and/or service support.
LANGUAGE: Level IV (Fluent) Speaking/Reading/Writing in English and Urdu is required. English language skills may be tested.
Skills And Abilities: The incumbent must be able to read and interpret architectural drawings, riser diagrams, wiring schematics, various equipment schedules, and other construction documents. The incumbent must have good computer skills, able to use and navigate through the Microsoft Office Software suite package using MS Word, Office, Excel, Database entry, AutoCAD, and MS project. The incumbent will be proficient with architectural engineering drafting, engineering management software, preparation, and maintenance of daily construction inspection logs, capable of reviewing coordination design drawings for code compliance, and have the ability to create electrical/mechanical/civil engineering cost estimates and provide briefings to the Facility Manager, the Management Counselor, and other stakeholders on electrical /mechanical /civil engineering issues. The incumbent must be skilled at drafting detailed and concise written reports in English for the Facility Manager. A Pakistani valid driver's license for Motor Car/Jeep is required.
