The Integrated Health Systems Strengthening and Service Delivery (IHSS-SD) Activity is a three-year (2022-2025) project funded by the United States Agency for International Development (USAID). It is implemented by JSI Research & Training Institute, Inc., with Contech International and Rural Support Programs Network (RSPN) as implementing partners. The Activity is supporting the Department of Health in Sindh, Khyber Pakhtunkhwa, besides a federal component with MoNHSR&C.

As the project enters its third year of implementation, we are seeking a Chief of Party who will lead the ongoing implementation of the Activity, supervise all activities under the Cooperative Agreement and have overall responsibility for the successful performance of the technical assistance team. He/she will provide strategic direction to the project team, guide the senior technical staff, and ensure quality and compliance. The Chief of Party will be the official representative of the Activity with the donor, stakeholders, and partners. He/she will facilitate collaboration across the geographic scope of the Activity and identify opportunities for knowledge transfer.

This position will be based in Islamabad, and reports to the Senior Advisor in JSI’s US office.

Duties and Responsibilities:

  • Provide overall direction of all technical and administrative operations under the cooperative agreement.
  • Implement all activities to be undertaken with funds provided in the cooperative agreement in line with the project management systems and standard operating procedures.
  • Oversee an annual project cycle which formulates comprehensive annual work plans and budgets in accordance with the USAID annual planning cycle and assures timely disbursement of funds.
  • Manage and supervise the Project Staff in the identification of all project technical assistance needs required to achieve the expected outputs of the cooperative agreement, development of suitable scopes of work, recruitment of consultants, and execution of technical assistance contracts.
  • Supervise the work and assess the performance of all long term and short term advisors, consultants and staff.
  • Provide oversight to the financial and operations team that will be responsible for disbursing all local costs under this project, monitoring and tracking expenditures, and preparing financial reports of project expenditures for submission to USAID.
  • Coordinate and identify with the Project Staff training needs and opportunities to support the project.
  • Prepare quarterly and annual project activity reports as specified in the cooperative agreement.
  • Supervise all institutional subcontracts executed under the cooperative agreement.
  • Monitor the progress and pace of project implementation via quarterly and annual reports.
  • Act as the official representative of JSI, ensure the success of and be liable for any failure, on behalf of the JSI.
  • Function as the primary liaison between USAID, relevant government agencies, and other collaborating agencies on all pragmatic, administrative and financial matters related to the project.
  • Oversee the project’s successful demobilization and close out approaching September 2025.

Skills and Qualifications:

  • Master’s level education/training or its equivalent in Public Health, International Development, or a related field. MBBS, MD or PhD preferred.
  • At least 10 years of experience managing international programs in developing countries with a focus on integrated local-level public health services.
  • At least 5 years of experience in senior-level leadership positions on projects of similar scope and complexity ($50-100M+).
  • Extensive experience in managing health system strengthening programs to address persistent issues related to health access, equity, and quality of care.
  • Proven ability to form partnerships with governments in developing countries, and work with local partners and stakeholders in scaling-up innovative and evidence-based responses.
  • Experience working in partnership with U.S. Government agencies, international donors, or other multilateral agencies.
  • Fluency in English with strong oral and written communication.
  • Comfort and familiarity with representing the Activity and JSI at external events, technical working groups, and international forums.
