U.S. Mission Pakistan is seeking applications from qualified individuals for the “Public Engagement Assistant (English Language)” position in U.S. Embassy Islamabad.

Basic Function of the Position – The English Language Programs Assistant supports the implementation of Mission Pakistan Public Diplomacy (PD) English language outreach to and engagement with Emerging Voices and Established Opinion Leaders audiences, including youth, minorities, and those who influence them through English language teaching and learning programs.  Creates visual content for all digital Mission outreach materials to English language program audiences by assessing the Pakistani media environment, public preferences for visual content formats and dissemination channels, and the impact of Mission visual materials.  Provides resource and program support and assists in the implementation of in-person and virtual English language teaching and learning programs, projects, initiatives, events, and activities.  Collaborates with the U.S. Embassy Islamabad Regional English Language Officer, English Language Programs Specialist, and English Language Programs Coordinator, and collaborates with the English Language Programs Coordinators located at the Mission’s three constituent posts – U.S. Consulates General Karachi, Lahore, and Peshawar – on national English language education programs.  Works under the direct supervision of the English Language Programs Specialist or Public Affairs Officer (PAO) designee and receives work guidance from the Regional English Language Officer.  The position has no supervisory responsibilities. 

Qualification Requirements:

FOR THE EXPERIENCE AND EDUCATION REQUIREMENTS APPLICANTS MUST MEET EITHER OPTION 1 OR OPTION 2 TO QUALIFY.

Option 1

EXPERIENCE: Minimum three (3) years of experience in English language teaching and/or teacher training OR project management for English language education, linguistics, or American Studies is required. Prior experience in digital marketing; advertising; mass communications; or managing digital properties, including online interaction with the public and content creation in multimedia and traditional formats is also required.

EDUCATION: Completion of University Degree (16 years of education) in Communications, Business, English, Education, or local equivalent is required.

OR

Option 2

EXPERIENCE: Minimum five (5) years of experience in English language teaching and/or teacher training OR project management for English language education, linguistics, or American Studies is required. Prior experience in digital marketing; advertising; mass communications; or managing digital properties, including online interaction with the public and content creation in multimedia and traditional formats is also required.

EDUCATION: Completion of College or University Studies (14 years of education) is required.

SKILLS AND ABILITIES: 

Analytic Skills:  Must have strong analytic skills and the ability to conceptualize how best to use PD tools to move Pakistani attitudes in positive ways.  Must be able to advise supervisors of opportunities to promote Mission objectives through English language teaching and learning; identify, analyze, predict, and continually assess Emerging Voices audience attitudes; and evaluate the impact of projects and modify approaches for best outcomes.  Must be able to perceive the emergence of new influencers and adjust operations and programs accordingly.

Communication and Interpersonal Skills:  Must have excellent customer relations, interpersonal, and cross-cultural communication skills, and be able to identify and engage key figures influential in shaping local public opinion.  Must have excellent written and oral communication skills, including for public speaking, interviewing for evaluation purposes, writing reports, and contributing material for publication in both English and Urdu.  Must be able to delivers official presentations and conduct professional workshops.  Must be able to tailor communications to fit formal and informal situations and different ethnic, religious, and linguistic cultures.  Must be able to brief on a variety of issues and interpret between English and Urdu for public programs. 

Management Skills:  Strong project management skills are required, including the ability to assist in the tracking of project budgets and to organize, run, and present professional and educational projects, such as workshops, seminars, digital and in-person conferences, panel discussions, lectures, and camps.    

Technical Skills:  Good keyboarding and data entry skills and excellent familiarity with electronic discovery tools, in particular the internet, and standard information retrieval practices and procedures are required.  Thorough knowledge of various computer software programs, specifically Microsoft Word, Microsoft Excel, graphic design and photo editing software, and PD-specific software, databases, and reporting tools, is required.  Must be able to use social media and mobile platforms, photo and video sharing sites, podcast creation tools, and basic photo and video tools.  Must have good numerical skills to be able to develop and manage project and grant budgets; must be able to develop descriptive statistical analyses of target audience segments and the impact of English language activities and initiatives.  

Availability:  Must be available to travel throughout Pakistan.
