I)Organizational Context and Scope

The Community Resilience Activity-North (CRA-N) Project is designed to support community-level resilience development, conflict prevention, and Flood Recovery activities within Khyber Pakhtunkhwa, Sindh, and Balochistan Provinces. CRA-N will pursue a multi-disciplinary and community-participatory approach and will work in close coordination with the Government of Pakistan (GoP) at the regional and district levels. The Regional Community Resilience Officer-Quetta will be working directly under the leadership of the CRA-North Regional Team Leader Quetta, and the overall supervision of the CRA-North National Program Officer (Flood Recovery) and Deputy Chief of Party. The Regional Community Resilience Officer-Quetta will provide technical and administrative support in the implementation of regional and district Flood Recovery programming within his/her Area of Responsibility (AOR) to support innovative approaches that will support Flood Affectees To Build Back Better while reducing marginalization and increasing resilience amongst Flood Affected communities within Quetta District.

II)Responsibilities and Accountabilities

  1. Assist the Regional Team Leader in the design, implementation, and closure of Regional Community Flood Recovery program activities within Quetta District; in accordance with CRA-North and Stakeholder Strategies.
  2. Support the Regional Team Leader in managing CRA-North Project Stakeholder, Implementing Partner & Service Provider relationships within Quetta District.
  3. Responsible for the design, oversight,  management, and completion of assigned Regional Flood Recovery Activity Opening and Closing Events, Workshops, Field Activities, and Implementing Partner/Service Provider programming within the specified timeframes.
  4. Submit monthly reports to the Regional Team Leader; with responsibilities to ensure that the Flood Recovery Activity Deliverables are completed as per the Workplan; and in accordance with the CRA-North quality assurance requirements. 
  5. Organize and maintain programmatic records and documentation, Resilience Databases, Field Activity Records, Project Correspondence, etc., ensuring that these records are updated, accurate, and available for inclusion in project deliverables and reports as required.
  6. Mentoring and assisting implementing partners (IPs), Service Providers, and Provincial and regional/District Government Stakeholders in planning, execution, and delivery of projects as per the Project Implementation Agreement (PIA), Service Contracts, and MoUs.
  7. Coordinate/Arrange Monthly Implementation calls with Implementing partners (IPs) to discuss the Progress/Way forward on the next steps.
  8. Submit timely reports to the Regional Team Leader on any issues/challenges faced by the IPs in the implementation of activities. 
  9. Perform such other related duties as may be assigned.
III)Required Qualifications and Experience

a)Education

Bachelor’s Degree: Political Science, International Relations, Development studies, and Agriculture and equivalent social sciences.

b) Experience 
  • Minimum of 3 years experience working with community development project implementation, preferably with experience in identifying and addressing community Flood Recovery programming and understanding how to strengthen community Disaster Risk Reduction.
  • Proven experience in writing, editing, and critical thinking.
  • Capacity to understand and analyze the local, district, and regional implementation environment and how this environment caters to the effective design and implementation of CRA-North programming suitable to the geographical, cultural, and political context.
  • Knowledge and experience working with USAID-funded Community Resilience/DRR-focused programs are preferred.
  • Knowledge and experience working with UN Agencies is preferred.
  • Excellent written and oral communication skills in English and Urdu, with proficiency in Balochi, considered a distinct advantage.
