Purpose 

Finance & Administration Manager is responsible for the integrity of financial and analytical accounting and for reporting from the field. S/he oversees all financial resources and administrative activities, such as management of premises and staff travel, in a given delegation/other structure.

Main Responsibilities:

- Supervises the accounts department and prepares the annual budget/monthly forecast and risk reporting, cost-control and analysis of budget deviations.

- Ensures compliance with statutory reporting requirements (i.e. taxes and social security, the latter in close collaboration with the Human Resources Manager) and regularly assesses the financial situation (including treasury) of the delegation/structure.   

- Supervises the Premises department and ensures premises are equipped and services (cleaning, maintenance) are provided according to ICRC policies and standards.

- Supervises implementation of passive security and electrical safety measures in all premises.

- Negotiates and concludes contracts of general internal services (cleaning, maintenance, etc)

- Supervises Welcome department and ensures provision of efficient services (travel, accommodation, visas, event organization).    

- Acts as adviser, trainer and coach on all financial or economic matters for the teams running humanitarian projects.

- Contributes to drawing up of contingency measures to respond to critical changes in the operating context.

- Acts as co-signatory and finance interface for both authorities and commercial parties (suppliers, banks etc.)

- Contributes with reliable forecasts and budget data to managerial decision-making on tactical current fiscal year) and strategic (next fiscal year) matters.

- In joint collaboration with technical departments and the sustainability team at headquarters, leads and initiates measures to reduce energy consumption and implements “gap-closing” measures identified in the Sustainability Assessment.

- Replaces F&A coordinator and acts as a backup for other F&A staff (Welcome/Premises officer, Accountant, Cashier) during their absences to ensure business continuity.

 

Main Requirements :

- University degree in business administration, finance/accounting or hospitality management.

- Diploma in accounting (CPA/CMA or similar) / internal audit (CIA or similar) an asset.

- Minimum 6 years' confirmed practical experience in finance / management including at least 1 year in financial accounting/controlling

- At least 1 year of relevant field experience with ICRC or other international humanitarian organization, an asset

- Good computer skills (word, excel and PowerPoint)

- Fluency in English and Urdu (written and oral)

- Service and solution-orientation with the ability to ensure respect for procedures and guidelines;

- High sense of confidentiality and accountability.

- Strong leadership skills and able to resolve workplace conflict.

- Driven to perform and pro-active about new projects and initiatives.

- Experience in staff supervision with the ability to motivate and guide staff, and a desire to share knowledge and skills in order to build capacity;
