1. About Secours Islamique France:
Secours Islamique France (SIF) is an International Non-Governmental Organization dedicated to international solidarity, humanitarian assistance, and development aid. In Pakistan, SIF is operating in various provinces, including Khyber Pakhtunkhwa, Baluchistan, Punjab, and Sindh, with a focus on sustainable livelihoods, water and sanitation, orphans' welfare, and disaster preparedness. SIF, registered in Pakistan, is partnering with the Ministry of Interior (MOI) Pakistan and currently implementing a livelihood and vocational skills improvement project for Afghan refugees, funded by UNHCR, in several districts of Khyber Pakhtunkhwa.
Project Summary:
Secours Islamique France (SIF) is currently implementing the UNHCR-funded project, "Livelihood Improvement and Vocational Skills Trainings," aimed at enhancing the lives of Afghan refugees residing across 14 Refugee Villages in 8 districts of Khyber Pakhtunkhwa (Nowshera, Mardan, Swabi, Buner, Malakand, Dir Lower, Dir Upper, and Chitral Lower). The project focuses on improving the livelihoods of the target refugee community through vocational skills training, provision of tools and inputs, and capacity building to foster self-reliance and enhance livelihood opportunities.
To date, SIF has successfully enrolled 250 beneficiaries from leading registered institutions (NLC, TVETA, and FIT) in a three-month certification course covering various trades such as Adda work, fashion designing, beautician services, heavy machinery operation, digital marketing, mobile repairing, and solar installation and repairing.
As part of the project, SIF is now seeking to recruit male and female consultants who will conduct a 3-day training program on business management and career counseling for the aforementioned group of 250 Afghan refugees. The consultants will play a crucial role in imparting the necessary knowledge and guidance to enable these individuals to effectively manage their businesses. Additionally, they will provide valuable career counseling to help the beneficiaries make informed decisions regarding their professional paths. The ultimate goal of this training program is to empower Afghan refugees by enhancing their entrepreneurship skills and improving their future career prospects.
Project-Specific Objectives:
- Refugees who have increased access to livelihood opportunities leading to a higher number of self-reliant refugees.
- Opportunities for decent work for refugees are created through livelihood programming and the establishment of sustainable market linkages alongside community outreach to increase female participation.
- Over all SIF's project aims to provide livelihood opportunities to Afghan refugees through vocational training and skill enhancement.
Time Duration:
The assignment will last for 45 days and will involve training 250 individuals. However, the timeframe for this assignment will span over 3 months, starting from September 15th, 2023, and ending on November 30th, 2023. There are a total of 13 groups across different districts and institutions that will receive training. Each group will receive a 3-day training session after they have completed their ongoing vocational skill training.
1.1. Training Specific Objectives:
- To Train the participants on Business Management Skills as per their trades.
- To increase on business management as per their relevant trades.
- To provide updated skills and modern techniques of business management.
- To equip the participants with smooth business functioning enhancement/expansion.
- To provide with best skills and techniques for better marketing /customer attraction and linkages development.
- To provide guidance on Basic Communication Skills (General).
- Identify communication barriers to improve interpersonal skills.
- Enhance (Electronic Form) Basic Communication (Specific).
- How to create a Resume or CV creation.
- Identification of different job application sites.
- Use the internet for Browsing.
- Note: As already mentioned the 250 individuals are under training in different trades in various training institutes and locations (for detail please refer to the table with mentioned trades). Each trade has separate, needs, requirements and dimensions related to their own specific attributes. Based on these specifications the consultant are required to develop the course module in a manner to support the basics of each trade to enable the training participants to successfully establish their businesses.

1.3. Training Methodology:
The combination of methods includes interactive lectures, role plays, group discussions, pictorial handouts, review techniques, brainstorming, case studies, practical exercises, and group work making the training course distinctive.
Deliverables under the assignment
- Delivering standard and quality Training on BMS to 250 participants in different trades.
- Developing a training manual, module (per trade), and other required documentation.
- Producing quality training reports.
2. Roles and Responsibilities:
2.1. Secours Islamique France (SIF) Pakistan:
- Finalization of the list of trainees for BMTS.
- Training Venues will be finalized with mutual understanding and venue/hall charges will be paid by SIF.
- SIF staff will ensure trainee's attendance at training, travel cost of participants to the training venue will be charged by SIF.
- SIF staff will carry out regular monitoring/feedback of the training on a regular basis.
- SIF will ensure the visibility of the activity and will help the consultant in developing visibility banners for this activity.
- SIF will provide a list of participants and a sample training completion certificate to be printed and managed by the consultant. Consultant /Recourse Person.
- 3. Consultant/Resource Person Responsibilities
- Consultant will arrange well-equipped training for 250 participants in different trades.
- Consultant will design training manual/modules as per trades (separate for each mentioned trade) for participants.
- Consultant will develop all learning aids, teaching materials, Manuals, modules, and additional facilities as per the demand of curricula/training contents.
- Consultant will provide all the pre-designed training learning materials in hard copies
- Consultant will develop a demo business plan with each participant.
- Training period will be three days and timing will be from 09:00 am to 04:00 pm.
- Consultant will award a training completion certificate to each successful trainee after successful training completion.
- Consultant will make sure of attendance record of trainees on a daily basis
- Consultant will arrange and display lesson plans on a daily basis according to the recognized curricula.
- Consultant will display banner of course contents in the training hall.
- Consultant will submit original copies of attendance sheet to SIF for financial procedures.
- Consultant will be responsible for conducting pre and post-evaluation of the participants.
- Consultant will submit a comprehensive training report with pictures at the end of successful training completion.
- Consultant will deliver the training in the local language within the specific time frame.
4. Required Skills and Competencies:
- Consultant/Consultant should have in-depth and strong knowledge of Business Management/ Enterprise Development activities especially in KP. Having working experience with Afghan refugees will be an added value.
- proven knowledge of the social & development sector particularly in the fields of capacity building and knowledge about local issues regarding business development.
- Consultant/Resource person having at least 5-10 years of proven successful experience in training particularly community-level capacity development training of enterprise development.
- Fluency in Pashtu/ Urdu /English
