TERMS OF REFERENCE (TOR’s) FOR

“CITIZEN INFORMATION PORTAL- MANAGEMENT INFORMATION SYSTEM (CIP-MIS) DEVELOPMENT & E-COMMUNICATION TRAINING”

 

  1. 1.      INTRODUCTION & BACKGROUND:

 

Farmers Development Organization (FDO), was established in 1996 as a not for profit and non-governmental public interest organization and "A company setup under section 42 of companies’ ordinance 1984". FDO is working in Saraiki Region (Southern Punjab), through participatory principles, benefitting hundreds of peasants, women and general communities in the fields of Livelihood, Institutional Development, Emergency Relief, Community Physical Infrastructure, Preventing gender based violence and promoting access to justice. The organization has a successful history in designing projects, subsequently through conducting the assessments of community problems, creating and engaging the local volunteers for implementing and monitoring the projects.

Welthungerhilfe (WHH), founded in 1962 under the auspices of the Food & Agricultural Organization (FAO), is one of the first global initiatives aimed at eliminating hunger & today one of the biggest aid agencies in Germany. WHH has initially established as a support office for Afghanistan during 1997 in Peshawar, welthungerhilfe initiated its programme in Pakistan in response to the 2005 earthquake to provide support to the effected districts in Khyber PakhtunKhwa (KP) and Azad Jammu and Kashmir (AJK). WHH wound up its office in March 2010, only to resume its programming in August 2010 in response to the 2010 mega floods that hit Pakistan. Between March and August 2010, WHH continued its interventions in Pakistan though its Alliance 2015 partners. In 2012, WHH implementation methodology saw a paradigm shift, from self-implementation to implementing all projects with local partners. Today Welthungerhilfe Pakistan is working with national partners in KPK, Punjab and Sindh as well in cooperation with international partners e.g. Alliance 2015. Welthungerhilfe is largely supported by the German public, but also through institutional donors such as the European Union, the German Foreign Office, Department for International Development (DFID) and others. Welthungerhilfe Pakistan aims to support the most vulnerable and marginalized population of Pakistan affected by natural and man-made disaster by building resilience at household and community level.

PROGRAMME SUMMARY:

 

The consortium, led by Welthungerhilfe WHH (“Consortium Lead”) in partnership with Concern Worldwide is implementing the CSO BRIDGE Programme in Sindh and Punjab. WHH has designed the program in collaboration with Concern Worldwide and Irish INGO that is a fellow member of the European alliance 2015 network; Thardeep Rural Development Program (TRDP) in Hyderabad; Farmer Development Organization (FDO) in Multan; and Lodhran Pilot Project (LPP) in Bahawalpur. The CSO BRIDGE Program is funded by European Union (EU) for strengthening the civil society in addressing social and economic challenges and increasing the voice of youth in Pakistan in follow up of the COVID 19 outbreak. The program put the civil society organizations (CSOs) at the core of community governance in the targeted districts where the livelihood of semi urban communities has been adversely affected by the COVID 19.

The overall objective of the action is to minimize the socio-economic vulnerabilities of communities especially youth in Multan by putting-in and place the role of effective civil society, improved public services and economically empowered target group during and post pandemics / epidemics in district Multan. Following are the major expected outputs of the programme:

  1. a.      Output 1: mobilization and technical capacities of local CSOs are strengthened
  2. b.     Output2: CSOs and local authorities reached at higher level of collaboration, cooperation, know-how and transparency
  3. c.      Output 3: CSOs are able to support Youth, especially females, person with disabilities, transgender and other minority target groups across selected trades.

 

  1. 2.      BACKGROUND OF THE CONSULTANCY:

 

“Every citizen has the right to access to get information” in all matters of public importance subject to regulation and reasonable restrictions imposed by law” (19A – Right to Information). According to the directions of Article 19A of the constitution, the concerned agencies are bound to respond the petitioner within the stipulated time. But the LAs (Local Authorities) as well as citizens are unaware from this useful information & act like RTI.

 

The CIP-MIS (Citizen Information Portal) is proposed to increase access of citizens of Multan for relevant information, especially aims to enhance citizen participation through feedback mechanism at local service delivery structures. The CIP (Citizen Information Portal) is a web portal run by designated authorities for sharing information and receiving feedback. Citizens, on the other hand practice the traditional outdated method for complaint filing while on the other side, the world is going toward globalization and almost all kind of communication has been updated and replaced with electronic communications.

 

  1. 3.      PURPOSE OF THE CONSULTANCY / SERVICES:

 

For an easy access to relevant information and adopting technological user friendly communication mechanism, CSO BRIDGE Program is intended to develop Citizen’s Information Portal and Complaint Cell. The intervention will facilitate the Local Authorities (LAs) to adopt the best feedback and complaint response mechanism in the form of a CIP and will support and strengthen the means of active citizen’s engagement, stable governance structure (e-governance), and e-communication. FDO seeks proposals from competent, experienced and qualified IT firms/individuals consultant to develop a user friendly information portal.

 

The consultancy will cover the following objectives:

3.1             Consultation meetings with Local Authorities (LA’s) for the identification of needs and to develop CIP-MIS accordingly.

3.2             Introducing a user-friendly, reliable Grievance Redressal Mechanism (GRM) along with Management information system MIS.

3.3             Consultant will be responsible for the installation of the server and live it on web.

3.4             On-hand training workshop for Public sector service providers for using CIP-MIS.

3.5             Ensure easy access to information under 19A – Act “Right to Information” and tracking.
