Job Description

Organizational Context

Established in 1951, IOM is a leading inter-governmental organization providing services to governments and migrants in the field of migration. With its 173 member States and offices in more than 100 countries, IOM is dedicated to promoting humane and orderly migration for the benefit of all.

Pakistan remains the third-largest refugee-hosting country globally, hosting over 1.4 million Afghan refugees holding Proof of Registration (PoR) cards issued by the Government, 840,000 Afghan Citizen Card (ACC) holders, and an estimated 775,000 undocumented Afghan migrants1. With the recent unprecedented change in the political and security situation in Afghanistan, the number of Afghan nationals crossing into Pakistan has increased, with this trend projected to continue in the short to medium term. Owing to their partly informal status, the Afghan migrant populations have largely remained under the radar, not being eligible for any systematic humanitarian assistance – thereby facing significant challenges.

Under the overall supervision of the Protection Coordinator and the direct supervision of the Programme Officer (GBV), the incumbent will assist and support the provision of protection case management services as part of IOM’s emergency response to the Afghanistan crisis in Pakistan.

Responsibilities and Accountabilities

  • Under the direct supervision of the Programme Officer (GBV), the Senior Programme Assistant (Case Management) will be responsible for:
  • Provide direct case management services for urgent protection cases, when required, including conducting comprehensive assessments to identify urgent protection needs as well as planning, implementing, and following up on tailored action plans to achieve protection outcomes.
  • Review consistently reviewing all protection cases, including comprehensive assessments, eligibility and action plans conducted by field protection staff, and providing technical guidance and oversight to field protection staff, as needed.
  • Support the Programme Officer (GBV) and work closely with field protection staff to monitor and improve timely and safe implementation of case management services in line with IOM’s Standard Operating Procedures (SOPs), work plans and project objectives, including through weekly and monthly project tracking and reporting tools.
  • Ensuring Monitor that data on protection cases is systematically and accurately collected by field protection staff in a confidential manner and entered in relevant tools, databases, and information management (IM) systems to facilitate monitoring and reporting.
  • Conduct regular field visits in different provinces to monitor service delivery and work performance, conducting weekly meetings to review cases and discuss challenges, case conferences and ad hoc follow-ups with field protection staff, as well as identifying challenges and capacity-building needs of field protection staff.
  • Support the Programme Officer (GBV) in establishing and maintaining good relations with relevant external services providers, providing clear information on IOM’s activities, and strengthening referral pathways for the provision of protection services.
  • Assist the Programme Officer (GBV) on the improvement of relevant project tracking and reporting tools as well as periodic review and update of case management SOPs.
  • Contribute, in close coordination with the Programme Officer (GBV), to continuously strengthen the capacities of field protection staff by providing, technical guidance and training sessions on general protection, case management, child protection (CP), gender-based violence (GBV), safe referral pathways, data protection and other relevant topics, and supporting the development, translation and roll-out of training packages.
  • Support the Humanitarian, Resilience and Recovery Unit (HRRU) and the Protection Team with other tasks and activities, upon request, including but not limited to conducting field visits, key informant interviews (KIIs), focus group discussions, awareness raising sessions and other activities.
  • Assist with other tasks, as needed.

Required Qualifications and Experience

EDUCATION

  • Bachelor’s or Equivalent or Higher degree in development studies, political sciences, social sciences, gender studies, law, human rights, or other relevant field from an accredited academic institution with 4 years of relevant professional experience.
  • Or High School Degree/Certificate in the above relevant fields with 6 years of experience

EXPERIENCE

  • Extensive experience working on general protection, child protection (CP), gender-based violence (GBV) or counter-trafficking (CT), including working in direct contact with beneficiaries.
  • Strong experience in providing protection case management responses in protracted displacement context.
  • In-depth understanding of the protection sector in Pakistan, its challenges, priorities, and existing referral pathways, and demonstrated knowledge of principles applying to safe referrals.
  • Experience in liaising and coordinating with external actors and relevant service providers.
  • Good experience in providing technical guidance and capacity building on case management, general protection, GBV, CP and other cross-cutting issues.

SKILLS

  • Understanding of critical issues around data protection principles and knowledge of safe, confidential, and ethical data collection, processing, and analysis.
  • Advanced computer skills and literacy (MS Word, Power Point) and proficiency in Excel.
  • Knowledge of the Afghanistan crisis in Pakistan and understanding of issues related to Afghan migrants and host communities in Pakistan.

Languages

REQUIRED

  • External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
  • For all applicants, fluency in English and Urdu is required (oral and written).

DESIRABLE

  • Working knowledge of Pashtu and/or Dari.
