Hiring of Organizational Development firm for National Compliance Centre of Ministry of Commerce WTO Wing
1.1.1 Background
Ministry of Commerce is establishing National Compliance Centre with the view to create synergies between National, Provincial and private sector organizations and companies for improving the national compliance regime. The purpose is to improve Government’s readiness in responding to challenges in meeting international standards for industrial as well as agricultural goods.
1.1.2 Objectives and Scope
The Organizational Development Firm will be responsible for
- Developing an organizational structure that aligns with the center’s goals and objectives.
- Developing policies and procedures that govern the operation of the center.
- Developing job descriptions and performance evaluation criteria for all positions within the center.
- Developing an HR manual that includes recruitment, retention, and training policies and procedures.
- Providing guidance on how to establish effective communication channels and decision-making processes.
- Developing a strategic plan for the Centre/Commission.
- Providing guidance on the establishment of effective internal controls.
- Developing an operational plan that includes a budget, work plans, and performance metrics.
- Developing a performance management system that includes key performance indicators and performance appraisal criteria.
- Providing guidance on compliance with export, production and agriculture regulations, standards, and certification requirements.
1.1.3 Tasks (Performance Requirements)
The Organizational Development Firm will be responsible for the following tasks:
- Conducting a needs assessment to identify the center’s goals and objectives, as well as its operational requirements.
- Developing an organizational structure that aligns with the center’s goals and objectives.
- Developing policies and procedures that govern the operation of the center.
- Developing job descriptions and performance evaluation criteria for all positions within the center.
- Developing an HR manual that includes recruitment, retention, and training policies and procedures.
- Providing guidance on how to establish effective communication channels and decision-making processes.
- Developing a strategic plan for the center.
- Providing guidance on the establishment of effective internal controls.
- Developing an operational plan that includes a budget, work plans, and performance metrics.
- Developing a performance management system that includes key performance indicators and performance appraisal criteria.
- Providing guidance on compliance with export, production and agriculture regulations, standards, and certification requirements.
- Developing a change management plan to guide the transition to the new organizational structure.
1.1.4 Required Deliverables
The Organizational Development Firm will be responsible for delivering the following:
- A report that outlines the organizational structure, policies and procedures, job descriptions, HR manual, communication channels, decision-making processes, strategic plan, internal controls, operational plan, and performance management system.
- A detailed action plan outlining the steps needed to implement the recommendations.
Compliance guidelines that detail regulations, standards, and certification requirements for exporters, producers and agriculture.
1.1.5 Qualification and Experience
The ideal candidate for the Organizational Development Firm role should possess the following qualifications:
- A team of experts in Organizational Development, Business Administration, Human Resource Management, Agriculture, Trade and Production or a related field.
- Experience in organizational development and compliance.
- Demonstrated expertise in developing organizational structures, policies and procedures, HR manuals, communication channels, decision-making processes, strategic plans, internal controls, operational plans, and performance management systems.
- Strong communication, analytical, and report writing skills.
1.1.6 Base of Operations:
Islamabad, Pakistan (flexible).
1.1.7 Reporting:
The Organizational Development Firm will report to Deputy Secretary who will provide guidance and support throughout the project.
