Development Executives needs to engage a technical expert, on short-term basis (100 person days), for this short-term assignment in one of its co-managed projects.

1. Positions:

  • Project/Financial Analyst/Senior Specialist

2. Objectives:

The specific objective of the assignment is to carry out evaluating, updating and appraisal of shortlisted/selected projects identified by Prime Minister’s Office, Board of Investment for the purpose of developing a pipeline of investment ready projects to be showcased in its associated investment attraction and promotion activities

3. Specific Tasks:

The specific tasks under this consultancy for Project/Financial Analyst/Senior Specialist include:

  1. Meet with IPA Deputy Chief of Party and BOI representative to understand the specific requirements of the scope of work and design and submit work plan.
  2. Visit BOI and develop working level plan/schedule for interactions and meeting with Board of Investment Focal persons.
  3. Responsible for main deliverables and reporting to Deputy Chief of Party and/or his designee.
  4. Manage and Support activities and tasks of the project/financial associates and provide active support.
  5. Carry out detailed initial vetting of the project’s information fields as attached in Annex-A and B (but not limited to)
  6. For each project the senior specialist in coordination with the specialist will carry out the initial completion of information, logical and sanity errors checks using the broad data analysis, desktop/secondary research, news checks, internal discussion/professional judgment, document check (if any), any other tool / analysis which the resources think fit for vetting process.
  7. Update the information/data of the project (calculations, facts and figures, relevant financial ratios) as required.
  8. Evaluate the project in terms of availability of information necessary for investment promotion and suitability/probability of the project to raise local and foreign investments.
  9. Evaluate the project to form recommendation about the project so that it can be made part of the pipeline of projects that are investment/investor ready projects.
  10. Perform financial appraisal of the shortlisted and selected projects that pass through the vetting process completely, are investment/investor ready and represent high chance of attracting foreign/local investment and that it is determined that each  project is financially and commercially viable
  11. During project appraisal stage, analysis of the following may also be carried out: total cost, O & M expenditure, opportunity costs, other costs, returns on Investment over project life, NPV, CBR, IRR etc.
  12. Complete information for fields required for creating the pitch book, compile information about the project that can become the part of the public portfolio of the project and create project teasers, and presentations for the investors accordingly.
  13. Complete information about the project necessary for showcasing to the investor
  14. Formulate brief investment targeting strategy for each project and identify top 10 investors to target against each shortlisted project.
  15. Develop ranking criteria and rank projects on a number of important parameters to determine level of effort to engage investors accordingly.
  16. Prepare a list of potential projects that can be considered for future pipeline
  17. Submit final report on the engagement facilitated with investors against each project as per the reporting standards of IPA.
  18. Submit final report including reporting against the target indicators as directed by the MEL team of IPA.

4.     Required Qualifications

Required qualifications for the Project/Financial Analyst/Senior Specialist are as follows:

  • Master Degree in Engineering (Civil)/ Public Financial Management /Finance / Business Administration/ Economics and any other related field from a reputable Pakistani or Foreign University.
  • Minimum 15 years or above experience in Civil/Infrastructure planning/ designing/evaluation/Urban Development/Hydraulics.
  • Experience in Public Financial Management will be preferred
  • Commercial knowledge of Debt and Capital Markets.
  • Excellent written/ oral presentation skills in both English and Urdu.
  • Skillful in Microsoft Word, Excel, and Power point.
  • Excel Based Financial Modeling & Equity Evaluation.
  • Knowledge of economic issues and prevalent economic trends of Pakistan.
  • Ability to work in a fast-paced, performance oriented, team-based environment with minimal supervision

5.       Duty Station:

The consultant will work with the related IPA personnel, based in Islamabad. Field visits to various locations for consultations may take place.

6. Duration of the Assignment: 

The assignment is planned to take place as per a start date of on, or around March 15, 2023 and end-date of on, or around, September 15, 2023, hereto for a total of 100 days LOE.
