Position Summary:

The Site Supervisor will be based in the field in the targeted district. The site supervisor will assist in carrying out the technical tasks in infrastructure works including survey, designing estimation and documentation. Assist the Project Engineer in the daily tasks such as field level monitoring of the contractor and workers for implementation of the infrastructure scheme construction.

Job Description:

Site Supervision

  • Participate in the social and technical feasibility of projects and identify need for WASH and other infrastructural requirements in the project area keeping in view DRR, EIA and inclusiveness aspects  
  • Supervision and observation of the implementation of all fieldwork of assigned cluster(s) related to WASH and other infrastructural works by contractors or laborers according to the timeline plans of work and according to design drawings & BOQs and other technical requirements
  • Undertake technical assessment and ensure quality and accurate technical specifications are incorporated into the WASH and other projects designs specifications
  • Conduct site visits on daily basis to follow up progress in contractor work and guide the work as per design, drawings and standards
  • Reports of achievement of daily, weekly, and closing to Project Engineer and/or to Project Coordinator- WASH
  • Follow the agreed-on plan of action, implement the project as per schedule, reporting any delays and deviations immediately
  • Support the collection and documentation of impact and success stories and Documenting the project (Reports pre, during and post pictures and videos), in order to showcase the achievements and proper monitoring
  • Orient vendors/ contractors, laborers and communities on design, drawings and BoQs with material quantities and quality in understandable language both verbally and in writing in order to avoid future misconceptions and issues
  • Train communities on WASH guidelines for O&M of infrastructures as well as water quality issues and low cost treatment options
  • Any related tasks/duties assigned by the supervisor.

Resource Control

  • Timely follow-up with contractors and laborers for smooth implementation of activities and achievement within the timeframes
  • Ensure construction material safety and keep record of utilization for proper check and balance
  • Ensure proper labor division among workers in coordination with Project Engineer and vendors/ contractors

Financial management

  • Mitigate and reduce financial risks to the operational delivery of Human Appeal’s objectives
  • Produce work completion reports in phase manner along with verification of contractors bills for payments release

Quality Assurance

  • Identify and evaluate the risks and possible threats associated with construction activities and take appropriate action to control the risks
  • Ensure WASH and other infrastructure activities are implemented in line with design, drawings BoQs and in accordance with HA’s, donor, national and international standards
  • Facilitate donors and partners visits to project sites for monitoring and accountability purpose 

Accountabilities:

  • Strictly adhere to HA’s Code of Conduct, Policies & Procedures
  • Adherance to protection, safeguarding, PESA and GBV policies
  • Ensure effective & transparent documentation & financial management.
  • Strictly adhere & follow financial/procurement SOPs/guidelines from HA

Job Requirements:

Qualification:

  • Associate Diploma (3 years) in Civil Engineering or related field required.

Work Experience:

  • Minimum of 2-4 years of NGO/ INGO experience in the humanitarian field WASH related infrastructural activities.

Demonstrated Skills & Competencies:

  • Vendors/labor management skills
  • Sound technical skills in civil infrastructure development projects
  • Excellent knowledge of water supply & Construction or other certification in WASH infrastructure and experience with good knowledge of Water Quality Testing
  • Good understanding of low cost and environment friendly sanitation.
  • Have good understanding of technical drawings.
  • Hands on experience on using related software’s/tools
  • Willingness to spend 90% of time in the field
  • Excellent communication skills in written and verbal English as well as the local languages
