About ADLG:
The Association for Development of Local Governance (ADLG) is an alliance of all four Provincial Local Councils Association of Pakistan. It was registered in 2017 as a non-profit, non-partisan and non-political organization with the Security and Exchange Commission of Pakistan under Section 42 of the Companies Ordinance 1984. The Association is governed by a Board of Directors nominated by the four provincial associations whereas the operations are managed by a Chief Executive Officer supported by an Executive Committee appointed by the Board. ADLG is therefore the national voice of local governments and municipalities across the country and works on behalf of member local government associations i,e. the Local Councils Associations of Punjab, Sindh, Balochistan and Khyber Pakhtunkhwa. The ADLG aims to influence and set the political agenda on the issues that matter to local councils, so they are able to deliver basic civic services to the local population.
About UCLG ASPAC:
United Cities and Local Governments Asia Pacific (UCLG ASPAC) is the largest regional section of UCLG, an amalgamation of International Union of Local Authorities (IULA), United Towns Organisation (UTO), and World Association of the Major Metropolises (METROPOLIS). UCLG was established on 1 January 2004 and is headquartered in Barcelona, Spain. Following this unification, UCLG ASPAC was established in Taipei on 14 April 2004, as the new entity of IULA ASPAC.
UCLG ASPAC is the key knowledge management hub on local government issues in the Asia-Pacific region. It promotes democratic local government, supports cooperation between cities, local governments and their associations, and facilitates programmes, network and partnerships to develop the capacity of local governments and the associations. Moreover, UCLG ASPAC represents local governments politically within the international community, and with the United Nations and its agencies. It also promotes inclusive societies that safeguard equality, social and economic justice, and sustainable community development. UCLG ASPAC is engaged in all relevant thematic fields for nurturing sustainable development comprising local economic development, climate change, disaster resiliency, culture, strategic planning, decentralisation, municipal finance, gender equality, women leadership and empowerment and good governance.
Background:
‘Local Empowerment, Advocacy and Development (LEAD) for SDGs localisation in Pakistan’ is a 4-years (2019-23) programme, likely to be extended till Feb 2024, co-funded by the Delegation of European Union in Pakistan (EU) and UCLG ASPAC to support the Pakistan’s national government and Balochistan and Sindh provincial governments to localise and achieve the 2030 Agenda. This programme is implemented by the UCLG ASPAC, in partnership with its member organisations, the Association for Development of Local Governance (ADLG), the Local Council Associations of Balochistan (LCAB) and Sindh (LCAS).
The programme supports the Government of Pakistan in mainstreaming and localising the SDGs, in line with National and Provincial Frameworks. The programme is enhancing institutional capacities and strengthening local governments for improved public service delivery for better livelihood of local communities. It shall overall impact on the lives of 61 million residents of the Provinces of Sindh and Balochistan.
Job Summary:
Under the technical supervision of Team Leader and administrative supervision of the ADLG Chief Executive Officer, the ADLG Coordinator will be responsible for developing, coordinating and implementing various activities and interventions for the Programme partners and key stakeholders. S/he will also support the ADLG Chief Executive Officer in managing ADLG affairs.
Key Responsibilities:
- Liaise between the ADLG Chief Executive and Executive Committee members and LEAD Programme team members to jointly plan, organise and conduct various Programme activities at the national level.
- Develop workplans, prepare terms of reference and organize resources and logistics for joint approval of the ADLG Chief Executive and LEAD Programme Team Leader.
- Manage relationships with Programme key stakeholders including Federal Parliamentary Taskforce on SDGs, SDG Unit in the Ministry of Planning, Development and Special Initiatives, Pakistan Institute of Parliamentary Services and other relevant government institutions, UN agencies and donor-funded projects to build cooperation and promote complementarity.
- Monitor Programme activities implemented through ADLG and prepare and submit activity reports to the LEAD Team Leader.
- Prepare qualitative and quantitative progress reports on periodical basis as and when needed.
- Work closely with the Admin and Finance team for financial management and compliance as per donor’s requirement.
- Adhere to ADLG and LEAD Programme policies/procedures including finance, human resources, security, procurement, and logistics to ensure effective and accountable system.
- Perform any other tasks assigned by the ADLG Chief Executive and/or LEAD Team Leader as and when needed.
Qualifications:
v Education:
- Master Degree, Higher Degree or Equalant Degree from Higher Education Commission recognized University in Social Sciences, Law, Project Management, or related field.
v Experience:
- Minimum of five (3) years professional experience in programme/project coordination while working in a similar position in an international development organization or in a donor-funded project in Pakistan.
- Experience in designing, implementing and coordinating various activities of awareness raising, stakeholders’ consultation and policy dialogues.
- Experience in local governance, organization corporate governance management, Millennium Development Goals and/or Sustainable Development Goals will be preferred.
- Experience of planning, organizing and delegating work.
v Language:
- Fluency in written and spoken English and Urdu languages. Knowledge of local languages of Balochistan and Sindh will be an asset.
v Other skills and competency:
- Time management skills and qualitative report writing experience.
- Experience of working in communities and building collaborative relationships.
- Demonstrated attention to detail, following procedures, meeting deadlines and working and problem-solving independently and cooperatively.
- Excellent negotiation and representation skills.
- Willing to travel during the project’s implementation when required.
- Ability to work in a team and individual.
- Ability to work in stressful conditions and remote geographical areas.
- Having organizational commitment, personal integrity, ability to work with diverse groups
