Overview:

Jhpiego, an affiliate of Johns Hopkins University USA, a global leader in improving health care for women and families, seeks a Community Engagement and Gender Specialist, based in Lahore, to lead the community Social Behavior Change and Gender component of BMGF funded Family Planning program in province of Punjab, to be carried out in close collaboration with the Department of Health (DoH), Population Welfare Department (PWD) and with other relevant partners, with the unified purpose of contributing to the FP2030 targets by enhancing women’s access to quality FP services. Community Engagement and Gender Specialist will oversee the execution of community engagement, demand generation, and gender strategies of the program through effective coordination with relevant departments and teams and perform following activities:

RESPONSIBILITIES:

  • Work closely with the program teams to layout community engagement, demand generation, and gender strategies for program informed by formative assessment and global best practices.
  • Spearhead implementation of layout community engagement, demand generation, and gender strategies to increase uptake of family planning and practice of optimal behaviors, developed based on local analyses and using a mix of effective communication channels
  • Analyze household/community demand and gender norms for family planning services and providers ‘behavior in responding to unmet needs for family planning
  • Provide oversight and technical guidance for the rollout of community engagement, demand generation and gender sensitive activities in project sites, in coordination with DoH and PWD and community leaders.
  • Closely coordinate with district technical officers and support coordination with relevant stakeholders at provincial and district levels.
  • Support the research team by contributing to the design of relevant tools and reporting system for community, demand, and gender.
  • Participate in provincial level activities including development of gender sensitive policies and strategies for community-based interventions.
  • Participate, present and share lessons, best practices and successes related to BCC, gender and community engagement with partners, Technical and steering committees and Government Departments in order to institutionalize practices for scale-up.
  • Coordinate and provide technical support to program staff to create linkage of Community Health Workers (CHW) and health facility staff in the program areas and create sustainable mechanisms around gender sensitive BCC
  • Collaborate with program staff and communications to ensure documentation of successes, challenges, and lessons learned in the implementation of community engagement, demand generation and gender strategy
  • Provide technical support in writing and/or reviewing program reports, materials and publications related to community engagement, demand generation, IEC and gender
  • Participate in studies/assessments, implementation, monitoring and supervision of community engagement, demand generation and gender activities
  • In consultation with the Technical Lead, represent the project in provincial technical working groups and meetings, where needed
  • Lead community engagement and gender strategies/interventions  of annual work planning and reporting requirements of the program
  • Contribute to/coordinate with the project’s M&E activities to ensure that the project meets set targets in accordance with Jhpiego’s standards
  • Ensure compliance with Jhpiego/donor’s operational policies and regulations
  • Perform other duties as directed

QUALIFICATION, EXPERIENCE AND SKILLS:

  • Advanced degree in public health, social sciences and gender studies etc.
  • At least 5-7 years work experience with programs focused on community health and SBCC with progressively increasing responsibilities
  • Baseline understanding of current international evidenced-based best practices and key guidance on family planning, SBCC, community engagement and gender transformation
  • Knowledge and experience developing social and behavior change communication strategies, tools, and materials
  • Excellent interpersonal, writing and oral presentation skills
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
  • Fluency in English and local language
  • Ability to travel about 30- 50% of time
