Project Coordinator

Covid19 Emergency Response Grant for Balochistan

 

1.           Background

The Covid19 Emergency Response (ER) Grant, a nutrition response for diarrhoea management for children U5,  is designed for increasing the coverage and utilization of Zinc supplements and LOORS in the management of childhood diarrhoea in 5 selected districts of Balochistan Province i.e., Quetta, Pishin, Killa Abdullah, Noshki & Jhal Magsi. The project would be implemented through Balochistan Rural Support Program (BRSP) in close coordination between NI and the Department of Health Balochistan with funding support from  Global Affairs Canada (GAC).

2.           Role of the Project Coordinator (PC)

For smooth implementation and close monitoring of the project; NI intends to hire the services of a ‘Project Coordinator’ with 18 months consultancy contract who will be based at provincial health department/Directorate of Nutrition in Quetta, Balochistan, with frequent travel to the 5 districts mentioned above. The PC will support the National Program Manager, Child Survival & Development in smooth implementation, monitoring and reporting functions of this project and maintaining close coordination with  BRSP, Department of Health, Nutrition Directorate and LHWs Program. 

The Project Coordinator will undertake the following activities:

2.1.        Liaison with BRSP and the government

  • Maintain constant liaison with the office of the Balochistan Provincial health authorities especially LHWs program and Directorate of Nutrition, District Health Officers, District Coordinators National Program for Family Planning and Primary Health Care, to discuss progress, challenges etc
  • Advocate to all the government officials and field workers for increasing the use of Zinc and Lo ORS together in the treatment of diarrhea among children U5 during monthly reviews and field visits

2.2         Planning and budget management

  • Prepare a detailed monthly plan in consultation with BRSP based on Detailed Implementation Plan to ensure effective implementation of the project 
  • Monitor the progress of BRSP based on monthly plan to ensure effective program implementation and manage timelines as per DIP
  • Participate in government & BRSP planning meetings in selected districts
  • Coordinate with provincial health authorities for discussion on the Zinc supplementation and ORS program during meetings
  • Participate in the monthly district level meetings to discuss project progress with the district health managers

2.3         Trainings and supportive supervision

2.3.1      Training

  • Coordinate with BRSP to plan and organize trainings of social organizers, project staff, community resource persons and LHWs working in project area
  • Conduct pre-post assessment of training participants in consultation with BRSP

2.3.2       Supportive supervision

  • Undertake on the job capacity building of the CRPs/LHWs via discussions in review meetings and field visits
  • Encourage  CRPs/LHWs to discuss the dosage and benefits with parents and caregivers of children under 5 years during home visits to improve compliance.
  • Develop supportive supervision checklists in consultation with NI CO and BRSP to ensure quality service by CRPs/LHS”

2.4         Procurement and distribution of Zinc and LOORS

Get monthly updates from BRSP on distribution of zinc and LOORS.

2.5         Support in developing Communication Materials

  • Provide support to BRSP in developing/adapting communication material  such as flip book regarding Zinc+Lo ORS which will be used in trainings and facilitate approval from NI CO
  • Review of any other communication material, developed by BRSP, and facilitate internal approvals from NI CO

2.6         Gender equality

  • Work with regional and HQ colleagues to ensure gender equality messages  are included within project documents, BCI and training materials
  • Based on project requirements and guidance provided, ensure gender is mainstreamed within other project systems and processes as needed (ex. engaging the services of CRPs/Social mobilisers)

2.7         Monitoring

  • Develop program monitoring in consultation with NI CO and BRSP to monitor the project progress
  • Undertake field visits for program monitoring to monitor the program implementation and provide feedback for any corrective actions to BRSP
  • Review and consolidate monthly monitoring data on key indicators received from  BRSP before further sharing with CO-NI
  • Collect and consolidate data on distribution of zinc and LO ORS on a monthly basis received from BRSP, ensuring data is sex-disaggregated where appropriate
  • Provide update against the key indicators as identified in the Performance Monitoring Framework
  • Review and provide feedback to quarterly progress reports received from BRSP
  • Ensure Covid19 SOPs are being followed by the project team

Other tasks

Undertake and/or support any other Zinc & ORS related duties as may be assigned by the Country Director or National Program Manager (NPM).

Deliverables:

  • Prepare quarterly work plans. This exercise may continue regularly till the completion of the project
  • Submit monthly data of monitoring visit reports to the National Program Manager (NPM) on the tasks performed along with suggestions/recommendations for further improvement and the targets to be achieved during the following month
  • Submit Monthly Activity Report (MAR). Daily Activity Report (DAR), Field visit reports and monthly Invoices to NPM on monthly basis

Reporting relationships:

The Project Coordinator will report to National Program Manager (NPM), Child Survival and Development.

The work schedule is from Monday to Friday.

Criteria:

Education

Applicant must have 16years of education in social sciences preferably MPH and/or related field

Qualification:

  • Overall, at least 7 years of work experience with government, NGOs and community groups
  • Good knowledge of the government programs and policies to address nutrition in Pakistan
  • Fluency in English, urdu and local languages
  • Strong coordination skills with the implementing partners and government at provincial level
  • Good computer skills on MS word, excel and SPSS etc

Location:

  • The PC would need to be based in Balochistan

Project Duration:

  • 18 months 

Salary:

Rs. 150,000
