Layton Rahmatullah Benevolent Trust (hereafter refer as LRBT) is the largest NGO working to fight blindness in Pakistan. LRBT is currently implementing “strengthening inclusive and quality eye-care services in district Rahimyar Khan” project in Tehsil Sadiqabad, Rahimayar Khan. Under this project, LRBT seeks proposals from the certified disabled people organizations (DPOs) with more than 5 years of experience in conducting accessibility audits with special focus on inclusion and person with disabilities in 30 targeted government health facilities in Tehsil Sadiqabad, Rahimayar Khan as per appended TORs and guidelines.
- The deadline for sending the proposals is Saturday 21st May, 2021.
- Proposals received after the deadline will not be considered.

About the Organization:
Layton Rahmatullah Benevolent Trust or LRBT is Pakistan's largest non-governmental organization that is working to fight blindness in the country. Established in 1984, it is based in Karachi with hospitals and primary eye care centers throughout the country. Currently there are 19 fully equipped secondary and tertiary care eye hospitals and 58 primary eye care centers across Pakistan making 77 facilities nationwide. Besides this, there are 30 targeted Health Facilities in Tehsile Sadiqabad, Rahimyar Khan.
LRBT is committed to create a better Pakistan by preventing the suffering caused by blindness and other eye ailments. To this end it has been providing state of the art comprehensive free eye care services for the poor and deserving in keeping with its traditions of excellence, efficiency and Compassion for all.
About the Project:
Quality inclusive eye health services and trained eye health staff (optometrists) will be made available for communities and school’s children in the selected BHUs, RHCs and THQ along with vision screening will be initiated at BHU through well trained existing governmental staff. The Person with disabilities and their families will be trained to raise awareness about disability and get access to inclusive eye health services, in tehsil Sadiqabad, District Rahimyarkhan. The good governance in eye health at district level will be strengthened through formation of district eye health committee and improved coordination with Health Authorities at national, provincial and district level.
About the Assignment:
An accessibility audit is needed to be conducted in 30 targeted health facilities in Tehsil Sadiqabad, Rahimayar Khan. This audit will give road map to make facilities accessible for all in general and people with disabilities in particular in the following 30 health facilities at primary and secondary level in Tehsil Sadiqabad.

This accessibility audit will provide evidence based recommendations to take basic accessibility measures to ensure inclusive eye healthcare services in the aforementioned health facilities in Tehsil Sadiqabad, district Rahimayar Khan, Punjab. The list of all 30 HFs is annexed at the end of this report.
The purpose of this RFP is to hire a consultant for conducting an accessibility audit at targeted health facilities in Tehsil Sadiqabad, RYK which would be valued step towards making inclusive society by identifying targeted community need at HF level. Site inspections will be carried out to determine what measures are required to ensure that health care facilities are barrier-free and thus make the services accessible to people with disabilities. The consultant will conduct the accessibility tests for the facilities based on international practices for accessible health centers. The audits will take into account the needs of people with different disabilities in order to improve mobility for people with multiple disabilities, such as entering and leaving the premises, as well as the use of services within the building and guidance systems for people with visual or hearing disabilities.
Scope of Work:
In order to improve the accessibility of our service providers, patients, their caregivers and visitors, especially people with disabilities are able to enter and exit our targeted Health facilities easily and safely, the LRBT is seeking the services of a qualified auditor to complete an accessibility audit that will focus on safety issues in aforementioned targeted HFs in Sadiqabad. Beginning on the grounds of the site and progressing through the building, the auditor will identify items that are assets or deficits in the accessibility of the environment.
The audit must be based on the best practices, the building codes of Pakistan and international standards to make facilities accessible. The successful consultant is expected to visit all the targeted HFs to review of access to physical structure, services, and other amenities including Assistive devices need analysis in tehsil Sadiqabad facility-specific requirements, systems, processes and controls with special focus on the needs of people with disabilities for assistive devices in targeted areas. On the basis of this, a detailed final accessibility audit report will be prepared that will provide evidence based recommendations to take basic accessibility measures including assistive devices identified through need analysis to ensure inclusive eye healthcare services at 30 targeted health facilities in Tehsil Sadiqabad, district Rahimayar Khan, Punjab.
The whole premises of targeted HFs will be covered as a part of this audit. This include but not limited to
- Getting into and around the premises for assessment of physical stracture.
- Using the services in the premises for assessing quality and using the services in the premises.
- Getting in/out of the building to assess for accessibality for all in general and differently abled people in particular.
- Carry out visual accessibility from all angles
- Anthropometrics and measures of assistive devices
- Signage system for deaf, hard of hear, and blind persons
- Emergency exist systems
Deliverables:
Provide the final narrative report of the subject assignment within agreed upon timeline mentioned in RFP. Report should comprise of sketches along with accurate measurement wherever necessary. Furthermore, the final report includes:
1) A brief description of the audit methodology, tools, techniques, field implementation, data analysis and reporting plan.
2) Identification of good and bad practice, in the physical environment, design and layout with special referance to persons with disability access, identifying obstacles to people with mobility and sensory impairments;
3) Give recommendations for solutions to accessibality related problems and need analysis of asistive devices in the targeted areas. The recommendations will be prioritized into absolutely essential work so as to remove major obstacles or comply with UNCRPD, Universal Design, Local Legal Perspective and Access to the Built Environment Guidelines and best practices to consider positively towards complete accessibility. It will identify this work in three categories:
- Minimum accessibility with moist essential nature.
- Good accessibility covering different factors and providing all necessary accessibility.
- Complete accessibility of the facility including everything.
4) Provide evidance based recommendations to address the areas of improvement identified during accessibality audit to address the same. It is recommended to identify this work in three categories:
- Work of a comparatively minor nature or adjustment to working practice or management, at low cost.
- Adaptations which can be carried out as part of ongoing maintenance, refurbishment, retrofitting and redecoration.
- Major capital items which may need to be budgeted for, particularly considering reasonable physical adjustment.
5. Allow for review by the LRBT team or their nominee and incorporate any suggestions or comments within a week.

Communication:
All communication on account of this Agreement will be in written form with Mr. Fida Karim Program Manager-LRBT.
Representation and Warranty.
Consultant represents and warrants to the LRBT that it is under no contractual or other restrictions or obligations which are inconsistent with the execution of this Agreement or which will interfere with the performance of the Services.
Duration of this Contract:
Duration of consultancy is of 21 days. If there is any extension or increase in number of days that will be subject to written permission from contracting authority. This agreement will remain in effect until completion of the assignment and submission of final report, debriefing and acceptance of report by LRBT.
Payment Fees:
The Consultant may elect to receive payment in full on completion of the project and final report or may elect to provide interim billing throughout the project. If interim payments are requested the following maximum payment limits will be observed:

The Consultant must apply for payment by delivering an original invoice to the LRBT, payment cannot be made from photocopies or faxes.
The final payment can only be invoiced once LRBT is satisfied that all work has been satisfactorily completed and all deliverables, including the stipulated number of report copies and files on compact disk, have been received.
LRBT will make all the payments via check in Pakistani rupees to the Consultant account from its Head Office based in Karachi within 14 days after receipt of original invoice and clearance along with all the deliverables including Final Report.
Profile of the consultant:
- Proven experience in accessibility audits in the country
- Preferably familiar with the national and international standards of accessibility audit
- Preferably got training in the past by international trainers / institute.
- Expertise in participatory approach.
- Proven ability to coordinate well and smoothly with contracting agencies and relevant stakeholders
- Knowledge about the UNCRPD, Universal Design, Local Legal Perspective and CBM Promoting Access to the Built Environment Guidelines
- Strong commitment to deliver high quality output that is suited to the needs of the in making the society inclusive
Taxes obligation:
The Consultant is responsible for informing the tax authorities, as well as paying corresponding taxes and other contributions arising in result of this agreement.
Insurance:
The Consultant shall be responsible for adequate travel, liability and medical insurance.
Security:
The Consultant shall be responsible for safety and security for himself and the team during the course of this agreement.
Travel Related Documentation:
The Consultant is responsible for possessing the necessary travel documents, if needed. LRBT will provide a letter of confirmation regarding the consultancy function, if it deems fit or needed.
Confidentiality:
The Consultant agrees not to discuss the services provided under this Agreement with any third party without LRBT’s written consent. The Consultant agrees to keep, for the benefit of LRBT, any and all information confidential which may be disclosed to the Consultant or to which the Consultant may have access, as a result of this Agreement, including the results of the Consultant’s services hereunder.
Subcontracting:
The Consultant shall not assign his/her rights or obligations under this Agreement, in whole or in part, nor enter into any subcontract to perform any portion of this Agreement, without the written consent of LRBT.
Provision of Services to other Clients:
The Consultant is free to provide his/her services to other clients other than LRBT without affecting LRBT’s assignment.
Intellectual and Data Right:
The Consultant agrees that all material, reports, information, documentation, inventions or other work products, generated by the Consultant during the course and scope of his/her performance of services under this assignment, are the property of LRBT, and the Consultant hereby assigns all rights, titles and interest in and to such items to LRBT. The Consultant warrants that s/he has full rights to use and to transfer to LRBT any intellectual property utilized in performing this assignment.
Compliance of Policies
The Consultant commits him/herself to adhere to all the policies applicable for a consultant at LEBT including Child Safeguarding Policy and LRBT’s Code of Conduct.
Alterations and Amendments:
Alterations of or supplements to this Agreement shall be laid down in written form with prior consent of LRBT. This requirement of written form cannot be waived off by a verbal declaration only.
Governing Laws:
This Consultancy Agreement shall be governed by the laws of the Islamic Republic of Pakistan
Agreement Effective Date:
This Consultancy Agreement will come into force on the day both Parties sign this agreement.
Termination:
LRBT has the right to terminate this agreement in case the Consultant breaches any clause of this agreement. Upon the effective date of termination of this Agreement, all legal obligations, rights and duties arising out of this Agreement shall terminate except for such legal obligations, rights and duties as shall have accrued prior to the effective date of termination and except as otherwise expressly provided in this Agreement.
Role of LRBT:
During implementation of accessibility audit survey, LRBT field team will provide list of targeted health facilities besides coordinating with concern health facility incharges and concern health authorities to get permission for smooth implementation of this audit.
Dispute Resolution:
The parties shall attempt in good faith to negotiate a settlement to any dispute between them arising out of or in connection with this agreement. The parties may settle any dispute using an Alternative Dispute Resolution approach, which they agree. If the dispute cannot be resolved by the parties, the dispute may, by agreement between the parties, be referred to mutually agreed arbitrator or his/her nominee. The arbitration proceedings shall be held at Karachi under applicable laws of the Islamic Republic of Pakistan.
