Position Objectives:

The project aims at contributing to building up and strengthening the institutional & technical capacities, structures and strategies of the Pakistan Red Crescent Society (PRCS) for climate smart disaster risk management and urban disaster risk management. Adapted preparedness instruments (incl. Early Warning Systems) will also be developed in the project and tested on national, provincial, district and community levels.

Specific Duties, Responsibilities, and Accountabilities: 

 

  • Support Deputy Director-Climate Change Adaptation in the development of PRCS standard documents related to CCA in DRM.
  • Support Deputy Director and lead on the development of MEAL framework for CCA program in collaboration with PRCS PMER and CCA team.
  • Development of M&E tools and data base of the project
  • Development and initiation of Knowledge management products, including learning reports of the events, activities and sharing it with PRC and movement partners including PHF and CCA /Resilience forums
  • Assist in planning process for development of appropriate activities, exchange and coordination mechanisms to increase the communities’ resilience against climate change and natural disasters through intensive dialogue with communities, PRCS at provincial and district levels, local and national authorities and other relevant stakeholders
  • Support the development, implementation, monitoring and evaluation of CCA/EWS and Urban Disaster Risk Reduction activities
  • Facilitate in data gathering, data analysis and in development of research-based reports, research papers and articles as inputs to publications, etc.
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies,
  • Monitor and analyze programme developments and implementation; review documents and reports; identify problems and issues to be addressed and propose corrective actions; liaise with relevant parties ( NGOs, Academic institutions , UN Agencies , RCRC partners, Govt. Ministries etc.) ; identify and track follow-up actions.
  • Assist in developing draft work plans and other planning instruments.
  • Assist in the design/enhancement/implementation of data collection tools.
  • Assist in the coordination of evaluations (internal and external) including drafting Terms of Reference, liaising with local and international organizations, partners, and independent experts and research institutions.
  • Coordinate activities related to budget and funding (programme preparation and submissions, progress reports, etc.) and prepare related documents/reports
  • Provide substantive support to consultative and other meetings, conferences, etc., to including proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Coordinate the results-based management planning and reporting process.
  • Ensure adequate project documentation, archiving of best practices, regular financial and narrative reporting according to agreed deadlines  
  • Facilitate in conducting stakeholder analysis on national, provincial, district and community levels to ensure participation and ownership of PRCS on all levels.
  • Develop and test early warning systems at community, district and national level.
  • Be available for frequent field visits to all project areas.
  • Participate in Meetings, Trainings and Workshops related to Climate Change

 Education.

 

 16 Years of Education / Master’s Degree in Development Studies, Project Management, Disaster Management preferably in disaster management or other relevant fields from HEC recognized university / institution.

 

 Experience.

 

  •  Minimum 05 years’ professional working experience in the humanitarian and development sector

 

 Skills / Knowledge.

 

  • Advanced skills in computers (Windows, word processing, spread sheets, etc.)
  • Strong experience in managing humanitarian and developmental programmes.
  • Experience in managing donor budgets as well as technical project teams.
  • Demonstrated experience from relevant sectors incl. organizational development and CCA.
  • Proven risk management experience (financial, programme and reputational)
  • Developing and leading people and management of multi-cultural teams; mentoring and coaching staff and local partners
  • Good understanding of the national humanitarian system and its key stakeholders
  • Demonstrated strategic analysis and planning capability
  • Profound understanding of vulnerability and resilience issues, humanitarian trends and protection, inclusion and gender mainstreaming
  • Knowledge of the International Red Cross and Red Crescent (RCRC) Movement
  • Safety and security awareness
  • Demonstrated representational skills
  • Good interpersonal skills

 

 Maximum age limit up to  40   years.

 

 Travelling: -  Extensive in country travelling particularly during emergencies.
