Position Objectives:

The PRCS Assistant Director – Health has the overall responsibility for the Bill and Melinda Gates Foundation funded project, to regularly supervise, monitor and manage BMGF project in provincial branch/es and to provide regular and continuous support to the PRCS provincial program managers in the designing/planning, implementation, monitoring, evaluation, management (including financial management) and timely reporting to IFRC health team and other entities.

Special focus will be on monitoring of project activities/areas and to maintain close coordination with PRCS head of health and IFRC health team and also with other departments of PRCS (CDC, PMER, WASH etc) for day-to-day operations. Additionally, focus will be on  quality of implementation, financial management, proper reporting and representations, showcasing and expanding these activities to other high risk areas through needs assessment, concept/proposal development and  supporting the development of a new strategies for strengthening immunization and access to health care delivery system, with a concept of health systems strengthening through close coordination with IFRC health team and other stakeholders (internal and external) at national and provincial levels. Furthermore, s/he will also lead, facilitate and coordinate cooperation among other RCRC movement partners and will conduct regular review of the program with all concerned

Specific Duties, Responsibilities, and Accountabilities:

General

  • Ensure adherence to donor/BMGF standards, policy, plan of action and targets as stipulated in the project documents and Memorandum of Understandings (MoUs between PRCS and IFRC and PRCS and Government).
  • Closely coordinate with the IFRC team to ensure support for each other in the activities at National, provincial and district levels and in representation of the BMGF funded project.
  • Participate and represent PRCS in meetings/workshops as requested by donor or IFRC health team.
  • Perform extra duties coming up in the process of project management.
  • Respond to health emergencies within project areas or when asked by PRCS management.

Program Management

  • Ensure the implementation of the program in the targeted areas following the project documents and the requirements stipulated in the MoUs.
  • Regularly (once in two months) monitor/visit project areas through properly developed check list and report the same to PRCS head of health and IFRC health team.
  • Establish, develop and maintain a proper system to monitor the different aspects of the program i.e. service delivery, community participation, adherence to quality standards, outreach activities, disease outbreaks, timely reporting, financial management, accountability etc.).
  • Support, develop and take part in baseline/KAP surveys, needs assessments and other activities to collect and analyse relevant data about progress of the program.
  • Prepare and take part in evaluation of the program.
  • Timely procurement of medicines & supplies and ensuring regular supply/transportation of these from PRCS NHQ to Provincial HQ and to the targeted BHUs/MHUs.
  • Keeping updated record of medicines and supplies and share the same with the PRCS head of health and IFRC health team on a monthly basis. 
  • Organize and facilitate monthly review meeting of the program.
  • Prepare regularly quarterly and annual action plans with a corresponding budget and adjust them regularly if situation requires and share the same with PRCS head of health and IFRC health team for further approval.

Human Resource Management

  • Line manages different staff members according to the organizational organogram and provide technical support to the provincial program manager and project staff.
  • Ensure that all relevant and essential positions in medical teams at NHQ, PHQ and District levels are filled through established standards.
  • Supervise the HR/Admin Assistant in all HR related matters (especially payroll, contracts, insurances etc) and verify all vouchers before submission to IFRC health team.
  • Needs assessment for training and facilitation of training activities for all staff to enhance their technical capacity.
  • Ensure that all employees are undergoing a regular appraisal by their immediate line manager.

Financial Management and Administration

  • Ensure accountability of all funds and assets in the BMGF program.
  • Supervise the project finance and admin staff and support them in their activities.
  • Ensure timely request of funds from IFRC health team based on quarterly planning and forecast.
  • Ensure standard procedures and timely payments in all procurement activities.
  • Ensure timely submission of working advances to IFRC health team. 

Coordination and Reporting

  • Take part in relevant meetings at National and Provincial levels and obtain official meeting minutes and share with all concerned (PRCS head of health and IFRC health team).
  • Closely coordinate with IFRC health team for operational updates, capture good practices, as well as identify and address operational challenges, capacity needs and gaps.
  • Establish contacts and coordination with EOCs and EPI platforms and represent PRCS in inter-agency, I/NGO forums in health in Islamabad or in provincial branches where appropriate and necessary.
  • Follow and compile monthly, quarterly, biannually and annually narrative and financial reports and share them with PRCS head of health and IFRC health team. 
  • Work with PMER and communications colleagues to share information, document lessons learned and best practices.

Specific Accountabilities

  • Comply with the principles, procedures, regulations, strategy, policies and code of conduct of the Red Cross and Red Crescent Societies.
  •  

 Education.

 

  •  MBBS from PMDC recognized University.
  • Preference will be given to candidates having the degree of MPH.

 

 Experience.

 

 Minimum 5 years’ professional working experience in Development and Implementation of Primary and Secondary Healthcare programs, Health systems & Immunization. At least   02 years’ experience of leading health department in the humanitarian or public health setting would be preferred

 

 

 

 Skills / Knowledge.
