Pakistan Inclusion Specialist for Learning, Acting and Building for Rehabilitation Systems (ReLAB- HS)

General Summary:

Federation Handicap International (HI) is seeking candidates for an Inclusion Specialist for a new USAID-funded project, Learning, Acting and Building for Rehabilitation in Health Systems (ReLAB-HS).

ReLAB-HS aims to support development of health systems that are responsive to the escalating challenge of addressing the growing needs for rehabilitation within populations. It seeks to co-design and implement innovative, comprehensive, cost-effective interventions that strengthen health systems for provision of rehabilitation including assistive technology. ReLAB-HS will focus on integrating rehabilitation and assistive technology services across all levels of care within health systems. The ReLAB-HS consortium comprises of six international partners with expertise in health systems, implementation science, and delivery innovations.

Specific Duties and Responsibilities:

This is a full time position supporting a five-year project. The Inclusion Specialist contributes to the implementation of the mandate and the 10- year strategy of Federation Handicap International in the country and to carry the institutional competencies in inclusion and disability, to support transformative action on disability and at least sensitive to gender and age constraints ; he/she reports to the HI ReLAB-HS Project Manager in Pakistan. He/she is in charge of implementing the ReLAB-HS project activities under his responsibility and in close collaboration with HI Technical Unit in Pakistan and Global ReLAB-HS Coordinator (HI) .

The ReLAB-HS Pakistan Inclusion specialist will be responsible for performing the following tasks:

Expertise

1.1  Contribute to the definition of the country strategy in accordance with the global HI strategies

  • Contributes to programme strategy within his/her area of expertise, in line with the overall technical strategy and ensures relevant follow-up.

1.2  Ensure technical support to the program in accordance with global technical standards and frameworks within its sectoral scope and HI BeInclusive objectives

  • Provide technical support to the project manager in defining the strategy for inclusion interventions in country, in collaboration with HI Gender, Age and Disability Specialist and HI Inclusive Governance specialist
  • Support the consortium Inclusive Development Coordinator and the ReLAB project manager to develop and implement a country GESI strategy with reference to ReLAB-HS interventions
  • Ensure the development of technical resources for inclusion
  • Define and ensures the technical training of the HI team in order to provide quality interventions throughout the duration of the project
  • Help identify local actors for the promotion of the inclusion of people with disabilities and other marginalized groups, both at the national and subnational levels.
  • Based on the capacity building plan, identifies the priority technical strengthening needs for the HI team and for the project partners in terms of inclusion ( accessibility, meaningful participation, advocacy ); develops training materials, ensures the training of trainers and the follow-up in the field
  • Contribute to the definition of the methodology, tools and training of the Making in Work Initiative supported by ReLAB-HS in Pakistan with the support of HI technical resources.
  • Support the ReLAB-HS project manager and MEAL officer in analysis and disaggregation of data generated by project activities for communication and reporting.
  • Assist with recruitment and briefing as required

1.3  Ensures technical learning from projects

  • Facilitate learning process for topics related to inclusion and supports the project manager in the documentation process
  • Is responsible for sharing the tools produced within the project with HI technical resources
  • Engage in HI community of practice and GESI community of practice within the consortium

1.4  Ensures the control and monitoring of the technical quality and relevance of HI activities within the project

  • Ensures the regular control of the technical quality of HI's interventions and issues warnings and recommendations
  • Follows up on the implementation of audit recommendations, if any, within its sectoral scope

1.5  Contributes to the development of research and innovation projects within his/her area of expertise

  • Identifies opportunities to develop and scale social innovation

2.  Influence

Contributes to the local external prestige and influence of HI's expertise

  • Represents HI's technical expertise in relevant local networks
  • Contributes to advocacy on specific issues in line with the project and global advocacy priorities prioritized by the project
  • Contributes to local communication messages in line with overall communication priorities of HI programme and in coordination with consortium communication coordinator

3.  Development of the HI social mission

Ensures the development of new projects within its sector.

  • Contributes to the analysis of the context within his/her area of expertise
  • Contributes to the design and writing of new projects
  • Identifies and develops local partnerships and/or consortia with NGOs, institutions, companies

Minimum qualifications:

  • Degree in Social Sciences (Anthropology, Sociology, Protection,...) or a degree in Occupational Therapy or significant experience in the similar field of inclusion and disability
  • At least 4 years of experience in a technical support
  • Proven experience working with people with disabilities, and/or in addressing marginalized groups in development projects
  • Very good facilitation and communication skills
  • Good synthesis, analysis and writing skills
  • flexible, ability to establish collaborative relationships partners, associations and institutions at all levels

Preferred qualifications :

  • experience in training engineering and skills transfer.
  • Experience in gender mainstreaming
  • Familiar with inclusive health programming
