CHILD SAFEGUARDING: 

The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: The purpose of the post is to provide strategic, technical and management leadership, for the health and nutrition programs for SCI in Pakistan. The Specialist Health & Nutrition Programs will be responsible to strategize, develop new programs and mobilize resource. He/she will also  , supervise implementation of health and nutrition projects for SCI in emergency and regular development settings where appropriate.

The Specialist Health & Nutrition will work at national level in Pakistan to influence policy for scaling up MNCH, FP and Nutrition best practices, and will be available for global deployments to assist with program designing, facilitations of trainings/workshops and participation in conferences.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Reports to:  Advisor Program Development Quality, Evidence and Impact

Role Dimensions: The roles requires coordination with internal and external stakeholders ( thematic/non thematic leads, TAs, member offices, donors, national and provincial government stakeholders) on regular basis as per country health and nutrition strategic needs 

KEY AREAS OF ACCOUNTABILITY :

  • Develop and maintain health and nutrition portfolio for SC Pakistan office
  • Lead the preparation and drafting of proposals and concept notes
  • Develop strong relationships and linkages with key donors and stakeholders
  • Support budgeting of health and nutrition activities
  • Lead member engagement on health and nutrition initiatives
  • Provide strategic and technical leadership in new business/project development,  ensuring quality of implmentation  for health and nutrition programs.  
  • Technical backstopping for review and finalization of key technical documents/products by implementation teams e.g. TORs, Training manuals, technical progress reports etc.
  • Coordinate and streamline consolidated reporting on health and nutrition projects for regular reporting on Country Annual Report, Global Indicators, Advocacy Measurement Tool and Total Reach.
  • Take lead on development and finalization of Country Stretegic Plan with regard to Health & Nutrition
  • Provide oversight and guidance to all existing health and nutrition programs for SCI Pakistan
  • Coordinate with implementation teams for ensuring quality of services in line with national/provincial/ organizational standards.
  • Coordinate all research projects under health and nutrition and contribute in scientific publications.
  • Secure TA from member office, regional office and other consultants for proposal development, program reviews and evidence generation.
  • Represent SC with donors and in important national and international forums, meetings, conferences and workshops. Publish papers in peer reviewed journals and produce other publications.  
  • Provide strategic and technical support for health and nutrition emergency programming with a view to ensure effective and efficient implementation and using this support as strategic opportunity for long term development. 
  • Work in emergency contexts as part of our commitment to dual mandate.
  • Oversee operations and implementation of any health and nutrition related projects
  • Capacity building and organizational development of partners through oversight and collaboration.
  • Supporting the development of an organisational culture that reflects our values, promotes accountability and high performance and frees up our people to deliver outstanding results for children.
  • Support the Advisor PQEI in any other tasks as required

QUALIFICATIONS 

  • M.B.B.S with Masters level qualification in Public Health or equivalent

EXPERIENCE AND SKILLS

Essential:

  • 7-10 years of sector specific experience
  • 4-5 years of experience in proposal development for health and nutrition with contextualized designing.
  • 3-5 years of experience of working with government, communities, NGOs/INGOs, and donor agencies
  • Strong understanding of government departments at national/ provincial and district levels

Desireable

  • Excellent management and verbal and written communications skills.
  • Excellent understanding of Project Cycle and Program Management Tools
  • Ability to establish and strengthen partnerships and networks.
  • Ability to analyse and interpret health and nutrition data.
  • Sensitive to the cultural & political environment.
  • Prepared to work and live in challenging surroundings.
  • Knowledge of all provinces, overall Pakistan and the region
  • Working knowledge of Pakistani languages.
