The FCDO ‘Delivering Accelerated Family Planning in Pakistan (DAFPAK): Lot 2 Public Sector Service Delivery (PSSD) is a part of the DAFPAK programme funded by the UK’s Foreign, Commonwealth, and Development Office. The 3.5-year project aims to increase access to family planning services; and improve quality of client-centred services such that more women, including adolescents are able to safely plan their pregnancies and improve their sexual reproductive health. The expected outcome for the programme is 11.9 million CYPs generated by expanded access to FP services; 55,000 additional users of family planning and an increase in the modern contraceptive rate from 26.1 at the baseline to 33.9.

Palladium and its consortium partners—Pathfinder, the Family Planning Association of Pakistan (FPAP), Ipas, and Aahung will strengthen the quality-of-service provision in the public sector (across 30 districts in the Punjab, Sindh, and KPK provinces) by:

     Increasing access to FP services:

      Building the capacities of government health/FP facility staff on integration of services, improving clinical quality, and expanding the range of contraceptives offered.

      Training community workers (LHWs) to expand the FP services that they offer.

      Establishing new procedures in health facilities to better integrate services.

     Improved quality of client-centred FP services:

      Building the capacities of the government health/FP facility staff on client-centred/unbiased counselling.

      Building the capacities of community workers on better, client-centred counselling.

      Building the capacities of government health/FP facility staff on improving clinical quality.

      Improving quality assurance systems involving district health management teams, including clinical waste management.

Beyond building the capacities of district health teams, health facility staff, and community-based workers, the project focuses on sustainably changing the behaviours of providers, bringing systemic changes within the health system at provincial levels, and revitalised commitments through engagement with and technical assistance to district- and provincial-level governments, health management teams, providers, and communities.

Objective:

The consultant, in close coordination with the Data Manager at National level, will work with PSSD government counterparts, initially in Punjab and then Sindh & KP, also collaborate with departments of health (DoH) and population welfare (PWD). 

The Training Management System (TMS) Developer will work in close coordination with the Data Manager to develop a robust and viable strategic roadmap that will entail detailed information concerning all the phases for developing prototype, carrying out functional testing, building capacity of relevant technical staff of public sector and most importantly, providing technical supporting in full-scale operational of TMS in Punjab, KP and Sindh.

Some of the key responsibilities and tasks the incumbent will be required to carry out are outlined below.

Key Responsibilities, Duties, and Tasks:

  • Develop user-friendly data entry interfaces including dropdown menus, checkboxes, and auto linkages, etc.
  • Coordinate with the focal persons at the provincial Departments of Health and Population Welfare in Punjab; seeking their prioritised requirements and to integrate their feedback at every stage of the Training Management System (TMS).
  • Design a system which prevents entries of incorrect training records including duplicated entries, incomplete data, and blank cells.
  • Develop data integrations and data hierarchies to present data in ways that are appropriate to each department.
  • Design a user management module including developing user hierarchies, rights, and assignments at the provincial and district levels for data entry, rectification, and progress tracking at the provincial level.
  • Develop and deploy security layers in the TMS database to prevent potential threats of data hack and unauthorised access of confidential data.
  • Develop a dashboard which generates readymade analysis at-a-click.
  • Provide support to the departments and the Data Manager in troubleshooting, debugging, and providing support to end-level users on a day-to-day basis for any inquires or challenges faced while using the system.
  • Conduct an orientation and training session of the developed TMS to concerned department staff.
  • Provide support to the Data Manager in ongoing databases as and when required.
  • Any other task/s assigned by the Data Manager.

Deliverable:

The incumbent will be required to complete the following deliverables:

  • Complete TMS in Punjab based on priorities and requirements that will be sought from provincial Department of Health (DOH) and Population Welfare (PWD)
  • An immaculately designed management information system that will prevent entry of incorrect training records such as duplication, incomplete data related forms and allowing blank cell.
  • A “Multi-level Dashboard Reporting System” which generates readymade analysis at-a-click. 

Qualification, Skills and Competencies:

  • University degree in computer science, computer engineering, software engineering, with some experience in project management.
  • Graduate or equivalent degree in Computer Sciences. Master’s degree preferred.
  • Familiar with .Net Core (have investigated in own time, keen to use going forward).
  • Good knowledge of web technologies and frameworks: HTML5, C#, ASP.Net, Aso.net Core, JavaScript, Angular.js / Angular 2, Typescript.
  • Expert in SQL (MS SQL, PostgreSQL).
  • Excellent communication skills, 
  • Minimum 5 years of experience in database design, data management, and data analysis.
  • Experience developing and implementing open-source software projects.
  • Experience in writing and maintaining database design and layout documentation.
