Skills/Competencies:

  • Must be aware about the Pakistan prehospital emergency care system/ambulance service, SOPs used nationally in Prehospital emergency care.
  • s/he has a good understanding of continuum of care concept and the casualty care chain in which First Aid and Ambulance Care are the first two links.
  • S/he needs to understand that access to health care and the duty of care starts at the side of injury/ sickness and not at the doorstep of the ED.
  • The individual should have a proven track record of conducting health assessments for hospitals and ambulance service providers.

Duties & Responsibilities/Scope of work/Deliverables required (in detail):

  • Assess the different agencies covering the prehospital care and the legislation and the regulations regarding that in merged areas and AJK.
  • Assess the communication and information system of the response organizations in Merged Areas and AJK.
  • Assess the fleet/ambulances of the response organization as per the national/international standards in Merged Areas and AJK.
  • Assess the integration of the response organization with the health system and the casualty care chain in Merged areas and AJK.
  • Assess the safety and security protocols for the fleets as well as the profile and competency of the human resources of the response organizations in merged areas and AJK.
  • Assess the training & educational institutions for the prehospital care service delivery: existing national curriculum, national guidelines & protocols; certification and recognition process; Scope of practice.
  • Assess the level of care that is provided at the basic hospital ER level of merged areas and AJK.

Consultant responsibilities:

  • Arrange own laptop.
  • Logistic and accommodation regarding assessment will be the responsibility of the individual/consultancy firm.
  • Develop the assessment methodology and the tools.

 Duration of Contract:

  • 01 months

ICRC Responsibilities:

  • Financial commitment and staging of the payment according to the deliverables.

Qualification                       

  1. Professional with highest level of qualifications in Prehospital emergency care/emergency medicine.
  2. MBBS/BS in emergency medicine/paramedics.
  3. Specialist/advance qualification in emergency medicine, prehospital emergency care, Ambulance service with practical EMS experience.

 Additional Certification

  • Evaluation and assessment skills.
  • Strong writing and presenting qualifications.

Overall Experience:

  • Professional should have at least 7-10 years of experience in conducting health assessments for health professionals especially related to prehospital emergency care/ambulance service.  
  •  S/he must have a clear understanding of the ICRC and the humanitarian system in general.         

Experience in specific field /Sector:

  • Must have 5-7 experience in Emergency medicine in Prehospital emergency care/ambulance service.
