NPI EXPAND Overview:

The New Partnerships Initiative (NPI) Expanding Health Partnerships—NPI EXPAND Project—is a global five-year (2019-2024) U.S. Agency for International Development (USAID) funded project that supports locally-driven efforts to increase the availability and utilization of high-quality health and education services. In line with USAID's Journey to Self-Reliance (J2SR) framework, NPI EXPAND invests in new and underutilized local partners (NUPs) and strengthens their capacity to strategize, plan, and implement programs with USAID funds. Enhanced participation of capable local organizations to increase demand for and to deliver high-quality, high impact services will enable governments to meet crucial goals equitably and sustainably. NPI EXPAND will also catalyze opportunities to scale up innovative interventions by strengthening the capacity of NUPs with varying levels of capabilities and exposure to USAID.

NPI EXPAND in Pakistan:

In Pakistan, NPI EXPAND will implement USAID Pakistan's Human Development Activity (HDA) to advance development, education, and health aims in the border areas with Afghanistan. Pressing issues in these areas include low access to and use of high-quality education and health services, limited qualified personnel, equipment and supply shortages, security-related restrictions, and gender inequity. Through HDA, NPI EXPAND will support creative, locally driven solutions to improve education and health in the border areas. The health areas of focus are family planning (FP) and maternal, newborn, and child (MNCH) health. The primary beneficiaries include the most disadvantaged women, girls, children, and newborns living in these areas. The project will provide grants and tailored assistance to local organizations in line with the following results:

  • Result 1: Organizational sustainability of new and underutilized local entities or locally established partners strengthened
  • Result 2: Utilization of high-quality, high impact basic education and health (FP/MNCH) services, information, and supplies expanded
  • Result 3: Promising and innovative education and health approaches scaled up through new and underutilized partnerships for increased sustainability.

Specific approaches for enhancing service access:

  • Increased access (increased enrolment and retention) to education through face-to-face and distance learning programs using blended technologies and engaging the private sector
  • Strengthened institutional capacity to sustain Non-Formal Education and Accelerated Learning Program operations to provide education to out-of-school children, particularly girls and those who have missed certain years of education
  • Increased access to basic health services for the most disadvantaged populations through innovative technology solutions, like telemedicine, and leveraging the entrepreneurial private health care sector
  • Reduced barriers and stigma for the most disadvantaged populations to access essential health services

Specific approaches for enhancing service quality:

  • Improved pedagogical approaches and quality of content used for distance learning, with a particular focus on making it interactive and engaging through blended off-line and on-line methods
  • Improved child and teacher well-being and school safety in line with health and safety risks, including COVID-19
  • Improved classroom learning environments of targeted schools through teacher training and the utilization of high-quality teaching materials to improving learning outcomes of students
  • Strengthened capacity in both the public and private healthcare sectors to provide essential health services to the most disadvantaged populations
  • Improved quality of healthcare services provided to the most disadvantaged populations

Position Description:

The NPI EXPAND Pakistan Program Manager for Education will provide technical and managerial support for project activities including work plan development, grant making, capacity strengthening with local grantees, documentation and reporting, and monitoring, evaluation, and learning. The program manager will provide technical counsel to colleagues as well as technical assistance to local grantees in education as well as those implementing integrated education and health (FP/MNCH) programming. The program manager will apply a gender lens to all HDA activities in education, ensuring that gender equity is advanced. The program manager will report to the project's Pakistan country team lead, who will be overseen by the headquarters-based Field Support Director. The program manager will also be guided and supported by a global project team, including a Pakistan country activity manager, a Capacity Strengthening Director, a Monitoring, Evaluation, and Learning Director, and other specialists as necessary.

Duties and Responsibilities:

The Pakistan Program Manager for Education will be expected but not limited to:

Provide technical oversight:

  • Ensure education programming approaches supported by HDA reflect international and national guidance and best practice
  • Ensure gender is taken into account in all project work in technical area and that gender equity principles are advanced
  • Provide technical guidance in education to grantees and for all Pakistan HDA efforts
  • Engage in regular monitoring calls with grantees and consultants
  • Identify challenges/issues with project work and troubleshoot solutions with colleagues and experts
  • Escalate any persistent challenges/issues as appropriate to the country team lead and the project's global staff
  • Work collaboratively with the Program Manager for Health to identify opportunities for leveraging education sector platforms, assets, etc. for health programming and facilitating integration of health with education programming where feasible and useful

Oversee and provide input into grantee and project reports:

  • Prepare monthly, quarterly, semi-annual and annual reports for Palladium global team and USAID
  • Engage in weekly calls with the global project team and Field Support Director
  • Engage in biweekly calls with the project team and USAID
  • Review achievements and provide technical approval of milestones submitted by grantees
  • Review and advise on health aspects of deliverables submitted by grantees
  • Maintain activity documentation for education and integrated health/education programming (documents, emails, workplans and drafts) in appropriate location where others can find it

Monitoring, Learning, Reporting, and Dissemination:

  • Provide inputs on multi-tier monitoring approach suitable for education programming in challenging circumstances
  • Implement regular monitoring activities of grantee activities in line with health and security guidance
  • Document achievement of objectives and collect data for the monitoring and evaluation plan
  • Identify promising practices, success stories, and lessons learned to document and disseminate through print, electronic, presentation, and other means
  • Co-develop (with local partners) remote workshops/knowledge dissemination events to share experiences/successes and address challenges that may arise among local implementers
  • Liaise with USAID Pakistan as needed on education or integrated health/education programming issues
  • Develop communications products (photos/stories) as needed with local partners to communicate grant progress and impact

Period and Location of Performance:

The position will go through September 2024. Location for this engagement is in Islamabad, Pakistan. Only local Pakistani applicants will be considered.

Qualifications and Experience:

  • Bachelor’s degree required with specialized training in education and/or teaching desirable. Master’s degree or other higher-level credential preferred.
  • Strong experience managing project activities and providing technical assistance in education preferred. USAID-funded project experience is preferable.
  • Strong preference for candidates with experience in areas such as education technology, blended and/or distance learning (primary-secondary levels), non-formal education and accelerated learning programs, and integrated health and education programming approaches
  • Strong experience working with under-served populations in Pakistan, especially in the border areas with Afghanistan
  • Strong experience working with civil society organizations (e.g., NGOs, CBOs, FBOs, etc.) in Pakistan
  • Understanding of gender barriers and facilitators in education programming preferred
  • Experience representing project or activity with government, donors, and other stakeholders
  • Experience with monitoring, evaluation, and learning activities preferred
  • Experience in the health sector would be a bonus.
  • Excellent report writing and communications skills
  • Pakistan nationality required with residence in Islamabad preferred
  • Proficiency in Microsoft Office tools including Word, Excel and PowerPoint.
