Relevant Experience: 

  • Consultant must have master’s degree preferably in social sciences, relevant experience of 15 years and above of development sector preferably with national and international organizations/firms in developing strategies, especially around Social Mobilization and rural development.
  • Excellent strategic understanding of Pakistan’s development history and role of social mobilization
  • Proven experience in developing training manuals on themes related to community voice and empowerment, and around SDGCapability to produce high quality documents and presentations around the deliverables
  • Capability to produce high quality documents and presentations around the deliverables
  • Willing to travel to remote areas during the assignment
  • Excellent Communication skills and report writing.

Job Description:

Objective of the Consultancy:

 

  1. Review of existing SM strategy, Maturity Index, and practice within PPAF and development of a new PPAF SM Strategy for 2020-2030.
  2. To review and developed guidelines and contents of training manuals and of social mobilization and institutional building (for CIs and CRPs) with a focus on core values and community empowerment. 
  3. Align the indicators in PPAF’s results framework so as to measure progress against the new strategy.
  4. Provide a set of trainings (supported by a training guide) to PPAF staff on implementing the strategy (which can then be used to train staff of POs.

 

Scope of work:

  • Consultant/s will review the existing Social Mobilization strategy of PPAF and assess how it is being implemented in the field by its Partner Organizations.
  • The Consultant/s will review previous evaluation reports of PPAF and its partners to assess how the SM has been evaluated, its relevance, effectiveness, impact and sustainability. 
  • Submit workplan of consultancy.
  • The Consultants/s will hold meetings and discussion with PPAF SM staff and management to discuss the SM approach.
  • The Consultant/s will meet with selected PPAF partners and discuss the SM approach. 
  • The Consultant/s will meet (physically or virtually) with a few of the different tiers of the social organizations and assess from them the relevance, effectiveness, impact and sustainability of the approach. 
  • Submission of First draft of the revised SM strategy.
  • Review the community training’s manuals like the community management skills trainings (CMSTs), CRPs manuals, and other relevant documents, to provide proper guidelines and contents for development of trainings manuals.
  • Final submission of reporting GHs
  • Orientation of the PPAF staff on new SM Strategy.

 Consultant’s Responsibility:

  • Submission of Inception Report and Workplan.
  • Submission of deliverables as per agreed workplan and timelines.
  • Field visits and Stakeholders’ Consultation with the Partner Organizations, Community Organizations on sample basis considering the provincial factor.
  • Meeting with PPAF’s team when and where required.
  • submission of final reports and Presentations to PPAF management.
  • Keep confidentiality. Prior approval from competent authority of PPAF is required for further use and publication.

 PPAF Responsibility:

  • Provide all PPAF documents/materials to consultant for review as required
  • Provide logistic support (if applicable)
  • IT support (if required)
  • Support on field visits (if required)
  • Timely payments/reimbursements against each deliverable
  • Support in arranging meetings with PPAF / POs/CIs/Non-POs as and when needed

 

Deliverables:

  1. Inception Reports and Workplan.
  2. Draft revised strategy
  3. Guideline for the development of training manual (CI and CRP)
  4. Contents development for the proposed training
  5. Presentation to senior management
  6. Orientation of PPAF staff on new SM strategy.
