The Community Resilience Activity-North (CRA-N) Project is designed to support community level resilience development and conflict prevention activities within the newly merged districts (NMD’s) of Khyber, Kurram, North Waziristan and Orakzai Districts within Khyber Pakhtunkhwa (KP) Province; CRA-N will pursue a multi-disciplinary and community participatory approach and will work in close coordination with the Government of Pakistan (GoP) at the regional and district level. The Senior Project Assistant -Livelihood will be working directly under the leadership of the CRA-North Regional Team Leader, and under the overall supervision of the CRA-North Chief of Party. The  Senior Project Assistant - Livelihood will be tasked with providing technical advice and supporting District Team Leaders with the design and implementation  of programming which will serve to increase livelihood transition opportunities; enhancing human capacity skill sets, opportunities for skills development and increasing both employment and self-employment opportunities amongst community members within target communities. These efforts will enable innovative and effective approaches that will support the reintegration of Temporarily Displaced Persons, enhancement of community cohesion and increase in civic engagement, while reducing marginalization and increasing resilience amongst remote communities within the newly merged districts.

II) Responsibilities and Accountabilities

The Senior Project Assistant - Livelihoods’ responsibilities include, but are not limited to the following:

  • In close collaboration and coordination with the District and Regional Team Leader (s), provide the required technical guidance, and support for all aspects of the project’s grant funded livelihoods programming (inclusive of planning, budget design, management, implementation and reporting)
  • Support the compilation of relevant data and research, including but not limited to market assessments, value chain analysis and other comparative analysis, to ensure needs and feasibility of all livelihoods programming under the CRA-North Program.
  • Conducts community assessments to identify critical requirements for program interventions with focus on the TDPs and Youth.
  • Development and implementation of livelihoods assessments, tools and approaches; including participating in the creation of a CRA-North Livelihoods Strategy document and in the development of strategy for livelihoods activities, with emphasis on response to perceived needs indicated by communities and beneficiaries.
  • In collaboration with the District Team Leaders, implement and adapt livelihood programming strategies at the district level, ensuring that livelihoods programming is achieving defined impact in line with our programming objectives. Provide capacity development and training for CRA-North personnel and partners on how to design effective livelihood interventions and develop the appropriate training materials for activities as required.
  • Maintain relationships with relevant stakeholders at the district and regional level, including but not limited to government representatives, community leaders, tribal leaders, religious leaders and implementing partners.
  • Ensure that livelihood program development and implementation efforts integrate community-based approaches with gender sensitivities across activities.
  • Submit scheduled bi-weekly reports to the Regional Team Leader, reflecting progress on the livelihood programming activities; while also reporting on the implementation environment within the district.
  • Support existing district programming efforts by participating in Learning Workshops and the identification and documentation of success stories, lessons learned and case studies.
  • Organize and participate in regularly scheduled Workshops with youth, community elders, tribal & religious leaders to discuss the progress being made with the CRA-North livelihood programming, identify challenges and resolve any outstanding issues which would impede the smooth implementation of our overall resilience programming.
  • Work with the M&E Department and program team on strengthening the use of M&E data across the program through the use and distribution of M&E reports and incorporating lessons learned and good practices into new programming approaches.
  • Perform such other duties as may be assigned.

III) Required Qualifications and Experience

Education

Bachelor’s Degree: Business Administration, Education, Social Sciences, Agriculture; with 4 years of relevant experience; 

Experience 

Minimum of 4 years’ experience working with community development project implementation, preferably with experience focusing on livelihoods (on & off farm employment), resilience and strengthening vulnerable households.

Proven experience in writing, editing and critical thinking.

Capacity to understand and analyze the local, district and regional implementation environment and how this environment caters to the effective design and implementation of community-based livelihoods programming suitable to the geographical, cultural and political context.

Knowledge of the newly merged districts (NMD’s) geography, culture and government structure is a distinct advantage.

Knowledge and experience working with USAID funded resilience focused programs is preferred.

Knowledge and experience working with UN Agencies is preferred.

Excellent written and oral communication skills in English and Urdu, with proficiency in Pashto considered a distinct advantage.
