Introductory Paragraph:

Chemonics seeks a Subcontracts & Procurement Manager for the USAID Khyber Pakhtunkhwa Revenue Mobilization (KPRM) Activity in Peshawar. The objective of this activity is to implement a multi-year financial reform activity, Khyber Pakhtunkhwa (KP) Revenue Mobilization (KPRM), to provide for the improved domestic revenue mobilization of GoKP. This will be achieved by improving the Government of Khyber Pakhtunkhwa’s (GoKP) revenue mobilization capacity, delivery systems, and processes; thereby optimizing the provincial local revenue base, leading to an increase in its Own Source Revenue (OSR). The Subcontracts & Procurement Manager will support the project in successful implementation of the project workplan and achievement of the project objectives. Responsibilities include:

  • Support the supervisor’s effort, or act in his/her stead in absence of supervisor, in development, implementation and monitoring of project procurement plans and strategies.
  • Effectively liaise with, and spearhead all communication with project management, Chemonics home office on procurement and subcontract matters.
  • Ensure, at all the time, full compliance with organizational policies and procedures, USAID regulations and applicable local laws in project procurement and subcontract award management.
  • Work closely with project colleagues in identification of programmatic as well as operational procurement needs, supporting development of the scope of work and developing initiating documents for project approval.
  • Handle reparation and conduction of RFQs, RFPs, Negotiation memos, justification memos, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with organizational rules and regulations procurement strategies and processes
  • Awarding task orders to prime subcontractors, budget monitoring and performance review, conducting any pre/post award assessment and issuance of contracts, modification or change work orders.
  • Manage routine procurement/vendor issues, ensure timely delivery of goods/services and reimbursement as per agreed upon terms
  • Ensure that subcontractors, vendors comply with all regulatory requirement of the agreement.
  • Maintain and timely update vendors database for ready reference of vendors identification for various type of project procurement in country
  • Assist with administration of project sponsored conferences, workshops, and training activities in field.
  • Ensure compliance with USAID vetting requirement, coordinate with vendors, subcontractors, and landlords for necessary documentation for preparation and submission of vetting package to mission.
  • Maintain an organized procurement filling system in accordance with standard organizational policy.
  • Producing periodic reports, monthly and quarterly, of procurement actions and status update
  • Ensure subcontracts, purchases orders information is accurately maintained in the central MIS system
  • Any other tasks as assigned by the Operations Director, Chief of Party or PMU.

Qualifications:

  • Bachelor’s degree or higher in business, supply chain management or any other related field.
  • 6-8 years of progressively responsible work experience in procurement, subaward management; work experience on USAID or any other donor funded projects preferred.
  • Strong ICT skills; excellent communications skills
  • Ability to work in a fast paced and high expectations environment.
  • Ability to maintain confidentiality.
  • Strong commitment to organizational values, be able to exemplify and effectively communicate Chemonics’ culture and values.
  • Familiarity with Pakistan’s as well as USG procurement rules and regulations; hands on experience and understanding of local taxation and regulatory framework
  • Ability to foster and demonstrate a workplace inclusive of creating opportunity, serving others, building trust, innovation, and exceeding expectations.
  • Demonstrated ability to work and collaborate with diverse teams
  • Proficiency in English and Urdu required, Proficiency in Pashto highly preferred.
  • Prior work experience in KP preferred.
