Introductory Paragraph:

Chemonics seeks a Finance Assistant for the USAID Khyber Pakhtunkhwa Revenue Mobilization (KPRM) Activity in Peshawar. The objective of this activity is to implement a multi-year financial reform activity, Khyber Pakhtunkhwa (KP) Revenue Mobilization (KPRM), to provide for the improved domestic revenue mobilization of GoKP. This will be achieved by improving the Government of Khyber Pakhtunkhwa’s (GoKP) revenue mobilization capacity, delivery systems, and processes; thereby optimizing the provincial local revenue base, leading to an increase in its Own Source Revenue (OSR). The Finance Assistant will support the project in successful implementation of the project workplan and achievement of the project objectives. Responsibilities include:

  • Maintain proper accounting record, checking the project’s internal control system to ensure that the policies and procedures are being adhered to.
  • Process all accounting transactions after ensuring the accuracy and legitimacy of record; prepare checks or upload transactions on online banking portals for approvals, record receipts, and/or journals.
  • Enter data entry of all approved vouchers into ABACUS (the Chemonics Field Office accounting system), review cash balances daily and support the preparation of wire transfer requests.
  • Prepare and process payroll statement, ensuring that payroll forms are accurate and fully completed on monthly basis.
  • Prepare periodic cash in hand or bank reconciliation schedules for information of management and home office
  • Maintain ABACUS and prepare monthly project locals according to organizational guidelines.
  • Manage office petty cash fund including verification and review of petty cash payments for accuracy, legitimacy, and reconciliation of remaining cash with Operations Director whenever replenishment is required.
  • Review project staff expense reports for accuracy, coordinate with relevant persons for completion of record before processing.
  • Track sub ledger balances, including receivable accounts for individual staff ensuring that outstanding travel advances are settled before issuing new advances. 
  • Examine monthly wire transfer requests through a thorough analysis of projected project expenditures.
  • Assist Operations Director in maintaining communication and coordination with home office accounting unit.
  • Assist Operations Director in ensuring all Pakistan-specific accounting and tax requirements are met, prepare GST exemption packages in accordance with USAID guidelines.
  • Manage project inventory database in accordance with organizational and USAID guidelines, record inventory movement in coordination with operations team and periodically inspect physical existence for preparation of various inventory schedule for reporting
  • Any other tasks as assigned by the Operations Director, Chief of Party or PMU.

Qualifications:

  • Bachelor’s degree or higher in business, accounting, or any other related field.
  • At least 5 years progressive responsible work experience in bookkeeping, financial management; work experience on USAID or any other donor funded projects preferred.

  • Familiarity with USG rules and regulations; hands on experience and understanding of local taxation system and regulatory framework

  • Demonstrated ability to work and collaborate with diverse teams
  • Proficiency in English and Urdu required, Proficiency in Pashto highly preferred.
  • Prior work experience in KP preferred.
