Programme Background

The Khyber Pakhtunkhwa Education Sector Programme (KESP-II) is a four-year education reform programme funded by UKAid’s Foreign and Commonwealth Development Office (FCDO), formerly known as Department for International Development (DFID) and the Australian Department for Foreign Affairs and Trade (DFAT) to support the Government of Khyber Pakhtunkhwa (GoKP) to achieve an outcome of “more children in school, staying longer, and learning more.” KESP’s technical assistance (TA), delivered by Adam Smith International (ASI), focuses on supporting the government achieve this outcome.

The TA team’s mission is to work at provincial, sub-provincial and school levels to provide comprehensive, flexible and high-quality technical support to the GoKP in the delivery of its strategy and priorities for transforming education service delivery. These priorities primarily focus on (i) improving teaching and learning in KP’s public schools, (ii) improving school infrastructure and facilities, (iii) providing better and more equitable access to education and (iv) strengthening governance and management across the public education sector.

In 2017, KESP TA introduced the District Performance Scorecard (DPS) to assess district performance and ensure their accountability on key performance indicators. Data collected from Education Monitoring Authority (EMA), Board of Intermediate and Secondary Education (BISE), Directorate of Curriculum and Teachers Education (DCTE) and Provincial Institute of Teacher Education (PITE) is used to evaluate district education offices, male and female, on indicators related to quality of education and its access. On the resultant scorecards of Quality and Access, the education offices are ranked. The rankings are shared in monthly meetings held under the E&SED senior leadership and the top performing offices are awarded with cash incentives in these meetings. Data analysis, generation of scorecards and rankings are currently effort and time intensive processes therefore to facilitate the handover of this intervention to government TA envisions that a complete automated solution will ensure transparency and efficiency in generating scorecards and rankings.

Purpose of Role

The role of the Programmer is to assist in design and development of automated dashboards for District/Intra-District Performance Scorecard for tracking and monitoring progress of Districts Education office and lower tiers on education service provision in line with District Education Plans. S/he will be assisting in dashboard development, administration, assessment, customized reporting, data analysis, data integration, and report generation.

Responsibilities

The consultant will be required to work closely with the relevant government counterparts and the KESP Team to undertake the following tasks:

  1. Support development of automated dashboards for District/Intra-District Performance Scorecard;
  2. Develop mechanisms to Extract, Transform, and Load data for processing into the corresponding infrastructure.
  3. Develop dynamic mechanism to merge data from different data sources hosted on different servers (by portion or dynamic updates), configurable data sources and destination.
  4. Develop data modelling mechanism to build a configurable business analysis model based on data extracted.
  5. Coordinate with relevant stakeholders to resolve data issues and interpret business model.
  6. Transformation of data extracted according to the business model configured.
  7. Execution of the business model on standardized/cleaned data.
  8. Development of custom reporting tool, custom reports on each element of business model.
  9. Assist in data quality management of MISs.

Experience and skills

  1. Degree in Computer Sciences, Computer Engineering or Software Engineering from a reputable institution
  2. At least 5 years’ experience in developing and implementing enterprise level Management Information Systems, production and submission of data; maintaining, monitoring, analysing and reporting on a range of MIS data and Key Performance Indicators.
  3. Proficiency in Microsoft SQL Server/ MySQL / NOSQL and Oracle. Proficiency in ASP.NET, Entity Framework, MVC, LINQ and PHP.
  4. Proficiency in Power BI and/or Google Data Studio.

Duration

This is a short-term position where associates will work for maximum 20 working days during February to April 2021.
