Term of Reference for Mobilisation Officer (Coordination and Response)

BACKGROUND:

Peace & Justice Network (PJN) is a national civil society network consisting of over 50 member and partner organizations registered with SECP under Section 42 working for Social Justice, Rule of Law and Good Governance for Peaceful, Just, Inclusive and Prosperous Pakistan with prime focus on SDGs 16 Plus promotion and implementation. PJN is the provincial partner for the Aawaz II programme in Punjab and is looking for dynamic and hardworking person with extensive experience in Stakeholder Mobilisation, Communication and Management with strong government liaisoning, civil society engagement and thematic knowledge of child labour, early and forced marriage, gender-based violence (GBV) and to promote social cohesion and tolerance.

AAWAZ II is a Foreign, Commonwealth and Development Office (FCDO) funded programme in Pakistan, managed by the British Council, which will work with local communities in KP and Punjab provinces to promote the rights of children, women, youth, and other marginalised groups, to strengthen their control over their own development.

AAWAZ II Programme has four pillars and the British Council is leading on the delivery of the community pillars relating to community dialogue, awareness and social cohesion. As part of the delivery of these pillars, AAWAZ II will provide information referrals, facilitate citizen-state engagement for uptake of services and enhance capacities of local communities. In Phase I (Jan 2020- Dec. 2021) Aawaz II will work with civil society organisations to implement the community-based interventions in 22 selected districts of Khyber Pakhtunkhwa and Punjab, setting up Aagahi Centres and Village Forums. The thematic focus of the programme is on child labour, early and forced marriage, gender-based violence (GBV) and social cohesion.

 

JOB DESCRIPTION:

Mobilisation Officer (Coordination and Response) Aawaz Program Punjab will be responsible for overall mobilization and management of district and village forum members, program beneficiary and program stakeholder in Punjab. Specific responsibilities include:

  • Supporting social mobilization activities of district support partners and regular coordination with AAC teams to provide support in ensuring Social mobilization approaches to engage community in formation of village forums according to the AAWAZ Thematic areas.
  • Facilitating inclusion by assessing/supporting the participation of marginalized groups: women, children, differently abled, etc. in project activities.
  • Ensure close and effective collaboration with all key stakeholders and ensure their active participation in all program activities and forums;
  • In collaboration with other team members and Aawaz program partners, implement mobilization strategy guided by the project documents and strategy;
  • Provide mentorship to the community mobilization field staff and forums management teams and to communities when it is needed;
  • Ensure Aawaz Forums are inclusive and to ensure community participation includes the most vulnerable and marginalized groups;
  • Supervise the preparation of training plans for field teams, stakeholders or focal points;
  • Lead the work to expand cooperation among Aawaz forum stakeholders, communities and the local authorities for the implementation of the project and to ensure local needs, priorities and initiatives are integrated into the planning of the local authorities;
  • Ensure close coordination with the activities of other program partner organizations;
  • Analyse ongoing experience for lessons learned, best practices, and shares with project management for use in knowledge sharing and planning future strategies;
  • Ensure all programme activities implemented in keeping with project Mobilization and Communications Strategies and using the community-based methodology;
  • Mobilization and management of district and village forum members, program beneficiary and stakeholder in Punjab to strengthen advocacy forums, EWS, ERM and facilitate in the Capacity building activities in close coordination with the programme field implementing partners.
  • Monitoring of Village Forums and ensure that DSPs has formed Village Forums according to the pre-defined criteria through regular follow-ups and visits
  • Regular coordination with AAC teams Collecting relevant data analyse and identify challenges to develop logs for lesson learned and suggest possible improvement.
  • Preparation and submission of project reports.
  • Ensuring visibility of mobilization and inclusion according to British Council guidelines. Ensure the integration of mobilization activities into communication and advocacy campaigns and initiatives;
  • Documenting success stories and collecting beneficiary data.
  • Reviewing the Community Action Plans of Village Forums and provide them feedback
  • Ensuring all project data and administrative documentation is recorded and saved as per British Council/PMU guidelines.
  • Facilitating the delivery of promotional material prepared for Aawaz-II and maintaining the track records.
  • Any other task/s related arising needs of the assignment

 

STANDARD MINIMUM QUALIFICATION AND EXPERTISE:

Education: Master degree or advanced degree in Public Administration, Anthropology, Sociology, Social Work or Political Science or Social Science or International Relations or Business Administration or Bachelor degree in Law.

Experience and specific expertise: 

  • Minimum of 5 to 7 years relevant experience in human rights protection and/or community legal empowerment and/or community mobilization or related area is required.
  • Experience in community development, and civic engagement is an added advantage;
  • Experience in preparation of the methodologies, guidebooks, analytical reports is an asset;
  • Experience with an international technical assistance or development organizations and large-scale development projects would be an asset;
  • Knowledge of local community development principles, trends, and policies in Punjab is an asset;
  • Thematic knowledge on any of the programme areas that are priority of the Aawaz II programme i.e. child labour, early and force marriages, GBV and social cohesion and tolerance.
  • Skills to prioritize and use of political judgment is an asset;
  • Knowledge and experience of DFID, British Council, UN and FCDO systems is an added advantage.
  • Skills in Communication and People Management is required.

Language: Fluency in English and Urdu language and excellent writing skills
