Term of Reference for Field Monitoring Officer

BACKGROUND:

Peace & Justice Network (PJN) is a national civil society network consisting of over 50 member and partner organizations registered with SECP under Section 42 working for Social Justice, Rule of Law and Good Governance for Peaceful, Just, Inclusive and Prosperous Pakistan with prime focus on SDGs 16 Plus promotion and implementation. PJN is the provincial partner for the Aawaz II programme in Punjab and is looking for dynamic and hardworking person with extensive expertise of managing monitoring and evaluations of large scale national and provincial level human rights protection programmes including monitoring, evaluation, compliance and data management of grants projects/sub-contracts.

AAWAZ II is a Foreign, Commonwealth and Development Office (FCDO) funded programme in Pakistan, managed by the British Council, which will work with local communities in KP and Punjab provinces to promote the rights of children, women, youth, and other marginalised groups, to strengthen their control over their own development.

AAWAZ II Programme has four pillars and the British Council is leading on the delivery of the community pillars relating to community dialogue, awareness and social cohesion. As part of the delivery of these pillars, AAWAZ II will provide information referrals, facilitate citizen-state engagement for uptake of services and enhance capacities of local communities. In Phase I (Jan 2020- Dec. 2021) Aawaz II will work with civil society organisations to implement the community-based interventions in 22 selected districts of Khyber Pakhtunkhwa and Punjab, setting up Aagahi Centres and Village Forums. The thematic focus of the programme is on child labour, early and forced marriage, gender-based violence (GBV) and social cohesion.

 

PURPOSE OF THE POSITION/ROLE

JOB DESCRIPTION:

Field Monitoring Officer will be responsible for monitoring and evaluation of Aawaz II programme and its activities in Punjab. Specific responsibilities include:

  • Assist in the development and revision of the project log frame matrix, particularly in the areas of performance indicators and their measurement;
  • Develop project monitoring plan and keep it updated in accordance with project activities and timeframes as relevant.
  • Collect data on a regular basis to measure achievement against the performance indicators of Aawaz II Program in Punjab. Check data quality with partners for program reviews and evaluations.
  • Maintain database to track field progress. Closely examine the quality of quantitative and qualitative data, to ensure that any discrepancies or issues are highlighted and addressed in a timely fashion
  • Maintain and administer the program M&E database; analyse and aggregate findings.
  • Support project progress reporting, project mid-term review and final evaluation.
  • Identify areas where technical support to project partners is required. Organize refresher training on M&E for partners as required.
  • Identify lessons learned and develop case studies to capture qualitative outputs of the project. Provide advice to the supervisor on improving project performance using M&E findings.
  • Conduct field visits for monitoring and evaluations as necessary for program implementation and ensure program progress including working of Early Warning Systems and Early Response Mechanisms at provincial level and in targeted districts of Punjab.
  • Analyzing program risks and developing risk register for program.
  • Produce reports on M&E findings and prepare presentations based on M&E data as required.
  • Provide the Program Team Leader with management information s/he may require.
  • Check that monitoring data are discussed in appropriate forum and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gap.
  • Regular coordination with PMU Monitoring team and Monitoring Partner organization to ensure check and balance on day to day activities.
  • Analyzing MPRs and QPRs and provide regular feedback to DSPs for improvements also highlight the area of improvement to PMU delivery team
  • Conduct physical monitoring visits to DSPs interventions and share findings with PMU team.
  • Coordination with DSP staff to ensure that the reporting is streamline as per given standards
  • Work closely with and under the guidance of PMU M&E Lead and the PMU Delivery Team
  • Perform other duties as may be assigned by the Program Team Leader and the Director of Peace & Justice Network.

 

STANDARD MINIMUM QUALIFICATION AND EXPERTISE:

Education: Master Degree in statistics, demographics, public policy, international development, economics, or related field. Advanced certificate in M&E, statistics or human rights preferred.

Experience and specific expertise:

  • Minimum of five (5) years of professional experience in an M&E position responsible for implementing M&E activities of development projects.
  • Thematic knowledge on any of the programme areas that are priority of the Aawaz II progrmame i.e. child labour, early and forced marriages, GBV and social cohesion and tolerance
  • Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
  • Experience in designing and managing beneficiary monitoring and database systems.
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans
  • Demonstrated knowledge of quantitative and qualitative data collection and analysis methods
  • Good knowledge and experience regarding gender mainstreaming.
  • Good moderation, facilitation and training skills.
  • Demonstrated ability to liaise and negotiate with government and social partners.
  • Excellent analytical skills.
  • Ability to work in a team and good interpersonal skills.

Language: Fluency in English and Urdu language and excellent writing skills
