Youth and Capacity Building Officer TOR’s

BACKGROUND:

Peace & Justice Network (PJN) is a national civil society network consisting of over 50 member and partner organizations registered with SECP under Section 42 working for Social Justice, Rule of Law and Good Governance for Peaceful, Just, Inclusive and Prosperous Pakistan with prime focus on SDGs 16 Plus promotion and implementation. PJN is the provincial partner for the Aawaz II programme in Punjab and is looking for dynamic and hardworking person with extensive experience in the management of large-scale youth programs and capacity building activities.

AAWAZ II is a Foreign, Commonwealth and Development Office (FCDO) funded programme in Pakistan, managed by the British Council, which will work with local communities in KP and Punjab provinces to promote the rights of children, women, youth, and other marginalised groups, to strengthen their control over their own development.

AAWAZ II Programme has four pillars and the British Council is leading on the delivery of the community pillars relating to community dialogue, awareness and social cohesion. As part of the delivery of these pillars, AAWAZ II will provide information referrals, facilitate citizen-state engagement for uptake of services and enhance capacities of local communities. In Phase I (Jan 2020- Dec. 2021) Aawaz II will work with civil society organisations to implement the community-based interventions in 22 selected districts of Khyber Pakhtunkhwa and Punjab, setting up Aagahi Centres and Village Forums. The thematic focus of the programme is on child labour, early and forced marriage, gender-based violence (GBV) and social cohesion.

 

JOB DESCRIPTION:

Youth and Capacity Building Officer will be responsible for overall planning and implementation of the training events, assisting in youth development and engagement activities along with capacity development program under Aawaz program in Punjab. Specific responsibilities include:

  • Contributing to the identification of needs for capacity-building actions through needs collection and analysis.
  • Coordination with project partners in the identification of thematic training topics and facilitate the trainings.
  • Identify the capacity building areas of the advocacy forum and play the role of a catalyst between project partners, advocacy forums and provincial team.
  • Contributing to the design of the capacity-building strategy and coordinating a group of experts working on strategic aspects of capacity building and delivery of trainings.
  • Planning and implementation of the capacity building events and provide strategic support to Aawaz program partners for maintaining quality in training events to organized at provincial, district and community level.
  • Develop capacity assessment tools to be used to identify the training needs where needed and learning from their participation in different programmer activities.
  • Planning and implementation of learning visits for communities, staff and government officials. Identify the community champions and coordinate for their exchange visits.
  • Ensure timely delivery of the programme activities, keep qualitative and quantities record.
  • Ensure programme compliance and quality control of all capacity development programme activities at provincial and district level.
  • Supporting Aawaz program agenda for youth development and capacity building.
  • Maintain record of all training events.
  • Provide support to team leader for preparation of progress reports.
  • Supporting DSPs in conducting training needs assessments and mapping annual training plans for community members, resource persons and Aawaz Change Agents (ACAs).
  • Monitoring field-based training by DSPs and recommending improvements, where needed and provide and support in delivering capacity building trainings according to the defined standards
  • Scrutinize the ACAs identify by the DSPs to further engage them in the project activities.
  • Regular engagement and support to Master Facilitators and Community Facilitators of AAWAZ II to ensure the quality of delivery
  • Analyse training reports and provide feedback (if required) to DSPs also support PMU in preparation of training reports
  • Support in embedding the dissemination strategy in trainings regarding the communication and awareness--raising messages.
  • Ensuring compliance with British Council’s safeguarding policies in project activities.
  • Any other task/s related arising needs of the assignment.


STANDARD MINIMUM QUALIFICATION AND EXPERTISE:

Education: Master degree or advanced degree in Public Administration, Anthropology, Sociology, Social Work, Political Science or Social Science or Law or International Relations or Business Administration or relevant field is required.

Experience and specific expertise: 

  • Minimum of 5 to 7 years relevant experience in managing youth and capacity building programs.
  • Significant work experience related to capacity-building actions with concrete involvement in the design/ delivery of capacity-building activities.
  • Excellent training skills and shall have knowledge about competency-based trainings
  • Solid working knowledge of Microsoft Office.
  • Experience of remote managing programmes in complex settings
  • Experience of, and commitment to, working through systems of community participation and
  • accountability
  • A strong understanding of the Punjab context
  • Ability to analyse information, evaluate options and to think and plan strategically
  • Ability to write clear and well-argued assessment and project reports
  • Self-motivated, team player and action oriented.

Language: Fluency in English and Urdu language and excellent writing skills
