Overview

The Strengthening Leadership Capacity in Union Councils (LUC) project will work with local implementing partners to increase the capacity of union council members in Punjab and Sindh to uphold their commitments of providing services to local communities and to improve equitable allocation of local resources at the grassroots level. The activity will accomplish this using a phased and tailored approach that concurrently improves the ability of local councils to deliver services in a transparent, consultative, and inclusive manner while also improving council members’ leadership and constituent engagement abilities. The Program Team Leader will oversee the Lahore main office and Sukkur field office, including financial and administrative management, program development, and activity implementation.

Scope of Work

  • Coordinate with the DAI Home Office and DOS/DRL counterparts to implement the LUC activity;
  • Manage LUC staff in the development and/or refinement of the Punjab and Sindh regional activity strategies, including during identification of potential local partners/grantees, review of grantee proposals, activity implementation, and activity monitoring and close-out;
  • Advise DOS/DRL and the DAI Home Office on the evolution of the local political, legal, and economic situation and on how to continuously adapt the program to ensure that it remains relevant and effective;
  • Supervise enforcement of proper financial, procurement, and general operational protocols and reporting;
  • Ensure that activity maintains compliance with CFR regulations regarding auditing requirements, implementation, procurement, financial management and overall office management.
  • Supervise and provide guidance to all staff, including the Activity Development Officer, Monitoring and Evaluation Officer, Grants and Procurement Officers, and support personnel.
  • Support the MEO in implementing baseline, midline, and end line assessments. Ensure that all findings are considered when designing new programming
  • Coordinate with other DAI projects operating in Pakistan, as needed, to complement project operations and activities; and coordinate with local NGOs working on local governance to ensure complementarity and avoid duplication of initiatives
  • Coordinate with local government agencies and local law enforcement to ensure smooth implementation of activities

Qualifications

  • A Bachelor’s Degree, or its international equivalent, in a field relevant to development assistance, such as public or business administration, political science, education, economics, international relations, project management or a closely related field is required.
  • A minimum of eight (8) years of relevant work experience, including experience with a donor, contractor, or international NGO managing an office or program with demonstrated supervisory experience;
  • A least five (5) years of working on local governance programs with experience in both Sindh and Punjab strongly preferred;
  • Demonstrated experience with activity design, development, and implementation in a post-conflict and/or transition setting.
  • Demonstrated experience with grant management and management of providers of short-term technical assistance.
  • Financial management experience, including budgeting; financial management (tracking, reporting and accounting); and procurement.
  • Experience implementing projects in complex, high-speed and challenging environments
  • Experience managing multiple field offices and remote management of staff highly desirable but not required.
  • Fluency in written and oral English is required.
  • Proficiency in Urdu desirable but not required.
