Under COVID rapid response, USAID is providing support of four mobile BSL-3 laboratories through National Institute of Health (NIH)/ Ministry of National Health Services, Regulations and Coordinations (MoNHSRC) to strengthen diagnostic capacity of federal and provincial governments of Pakistan. These mobile BSL-3 labs will play a pivotal role for generating an effective reponse during emergencies and outbreaks.

Objective of the Consultancy

The objective of the consultancy is to provide technical coordination support to the National Institute of Health, MoNHSR&C on development of National Mobile BSL-3 Policy, standards, supply chain strategy and guidelines under the guidance of GHSC-PSM Country Director and Executive Director, NIH.

Principal Duties and Responsibilities

The individual will assist BSL-3 specilaist on the following:

  1. National stakeholder consultation on design and development of National/Provincial Mobile BSL-3 policy including standards and supply chain strategy  
  2. Finalization of National/Provincial Mobile BSL-3 policy
  3. Develop Laboratory Manual including standard operating procedures for handling and disposal of biohazardous materials, handling of equipment, data collection and reporting, maintenance of electromedical and ancillary equipments and technical workorders for each station inside the BSL-3 lab
  4. Develop guidelines for accreditation and re-validation
  5. Develop training manuals and curriculum on BSL-3 for lab technical and support staff (and any other requirement by interntional bodies)

Required Skills and Qualifications

The academic qualifications/skills set listed below are representative of the required knowledge, skills, and abilities needed to perform the principal duties.

  • Masters in allied sciences/laboratory sciences/microbiology/ biosafety and security OR equivavent qualification from any recognized university
  • Three (3) – five (5) years of experience in relevant field
  • Experience/ certification in Electromedical equipment handling/Environmental Safety & Security will be preferred
  • Excellent interpersonal and communications skills
  • Demonstrated leadership, versatility, and integrity

Deliverable(s):

Following deliverables should be in line with international standards of biosafety and security:

  1. National/Provincial Mobile BSL-3 policy
  2. Laboratory manual for mobile BSL-3 including following:

a)       SOPs for handing and disposal of biohazardous materials

b)      SOPs for handling of equipment

c)       SOPs for data collection and reporting

d)      SOP for maintenance of electromedical and ancillary equipments

e)       List and technical workorders for each station inside the BSL-3 lab

  1. Guidelines for accreditation and re-validation
  2. Training manuals and curriculum on BSL-3 for lab technical and support staff (and any other requirement by interntional bodies)

Period of Performance and LOE

The expected duration of the assignment is three (03) months with a total LOE (Level of Effort) of 60 days. This is distributed as maximum of 20 working days per month.

Supervision

The coordinator will report directly to the Country Director.
