Development of Domestic Commerce Policy for Government of Sindh

 A consulting firm of repute URGENTLY needs to engage a team of consultants for this short-term assignment in one of its co-managed projects. 

1. Team composition:

The proposed team composition for this short-term assignment will comprise of the following:

  • Domestic Commerce and Trade Policy Expert (Lead Consultant)
  • Legal Expert
  • Institutional Expert
  • Economist
  • Sector Analysis Experts [2]
  • Research Associates; (One general, and one on Regulations & legal matters) [2]

2. Activities:

The project seeks to undertake the following activities in the lead up to the formulation of Domestic Commerce Policy of Sindh:

  1. Conduct the review of the ongoing and recent past initiatives of the Industries Department with regards to Domestic Commerce.
  2. Gathering information from private and public stakeholders and review existing documentation and data collection pertaining to Domestic Commerce in Sindh, benefitting particularly from new data gathered by the Governmental and non-governmental entities to make the COVID Relief more effective.  
  3. Conduct sectoral analysis (with the help of research and stakeholder consultations) to identify key sectors where commercial activity can be increased, given their economic growth potential.
  4. Study international best practices and local context to develop brief snapshots of the state of domestic markets in selected sectors as a Working Document for the FGDs.
  5. Review the institutional landscape and identify the institutional arrangements between provinces and the Centre and between the provincial government of Sindh and the district administration/governments in Sindh. 
  6. Based on the above, propose a Draft Domestic Commerce Policy for Sindh to be implemented by the Industries Department.

Level of Effort

Commerce and Trade Policy Expert [Lead Consultant]

  • Completed 16 years of education with a Bachelor degree in economics, development economics, development studies, public administration, strategic management from a reputed national/international university. A Master’s degree would be preferred.
  • 15 to 20 years of demonstrated experience, in Commerce and Trade facilitation
  • Experience in developing strategies for the facilitation of Businesses, undertake trade and investment promotion initiatives, regulatory and global trade and trade policy initiatives at progressively important positions
  • Sound knowledge of Services Sector
  • Deep understanding of the current state of Domestic Commerce and International Trade of Pakistan; knowledge of Sindh is seen as a strong positive
  • Deep knowledge and understanding of the national, provincial, local regulatory, legal and policy environment
  • Previous experience of engaging with the private and public sectors for a robust assessment of the constraints underlying the competitiveness of Firms, particularly the SMEs
  • Previous experience of working with USAID projects in economic growth will be preferred
  • Excellent communication and report writing skills

  • Master’s degree in law
  • At least 10 years of relevant experience
  • Solid understanding of laws relating to business (general and specific), competition, commerce and trade,  access to land, and dispute settlement
  • Good understanding of the current business environment, macro-economic framework and the corresponding regulatory and legal arrangements for trade and commerce at the federal and provincial levels
  • Excellent communication and report writing skills
  • Prior experience of working with donor funded projects will be preferred

Institutional Expert

  • Master’s degree in Public Policy, Law, Public Administration from a reputed international university
  • At least 10 years of experience working on development issues
  • Deep knowledge and understanding of the national, provincial, local regulatory, legal and policy environment pertaining to the SMEs
  • A sound understanding of issues related to promotion of domestic commerce particularly in a developing country context
  • Knowledge of previous commerce policies in Pakistan, as well as best practices
  • A deep understanding of the institutional architecture for coordination and promotion of domestic commerce and trade in Pakistan
  • Previous experience of working with USAID projects in the area of economic growth will be preferred
  • Excellent communication and report writing skills

  • Master’s degree in Economics from a reputed national or international university
  • At least 8 years of experience in undertaking research on Domestic Commerce and International Trade development in Pakistan 
  • Good understanding of the current business environment, macro-economic framework and the corresponding institutional arrangements at the federal and provincial levels
  • Deep understanding of the investment climate in Pakistan and Sindh and of the investment policies and incentives 
  •  Previous experience of working with USAID projects in the area of economic growth will be preferred

4.       Duty Station:

The consultant will be based in Karachi or Islamabad and shall work with SMEA BEE team, based in Islamabad.

 

5. Duration of the Assignment: 

This assignment is planned to take place as per a start date of on or around November 10, 2020 (depending on the date of mobilization of the consultants), and end date of on or around February 28, 2021.
