CIP works through local partners and range of stakeholder for development as well as emergency response, which makes partnership a key component of CARE’s work in Pakistan.

I. JOB SUMMARY:

CARE is implementing a project, based in Pishin (Quetta) and in line with the findings devised a proposed comprehensive inclusive strategy with an objective to provide life-saving food security, nutrition and livelihood support to vulnerable target host communities with a special focus on women. The interventions will include provision of poultry packages, goat packages, Kitchen gardening kits, Mott grass fodder cutting and C-19 IPC via radio and face-to-face sessions and distribute IEC materials with government of Pakistan and WHO approved messages.

In this regard, the position of Project Manager requires, both, project management and technical knowledge and expertise in food security, agriculture, livestock and livelihood. The incumbent will provide overall leadership to the field based project team. S/he will ensure that project is meeting its objectives in a timely and effective manner, in coordination with clusters and government line departments, and oversee quality and timely implementation of project, by utilizing the project and human resources at its optimum. The individual needs to be highly skilled in project management in insecure areas with quality of delivering project results, consistent to CARE’s humanitarian protocols and according to donor regulations. The Project Manager will render technical inputs on implementing interventions related to food security, poultry, agriculture, livestock and livelihood.

II. RESPONSIBILITIES AND TASKS

Job Responsibility #1: Project Management: % of Time:  35%

  • Lead overall project activities and day-to-day management in order to achieve all program objectives in a timely manner
  • Ensure compliance with relevant CARE and donor policies and procedures (on Project Standards and Program Principles, Finance, Procurement, Donor visibility, Staff Safety and Security etc.)
  • Ensure Monitoring and Evaluation plan and systems are in place for all project activities to ensure accountability; monitoring of efficiency, effectiveness and impact.
  • Coordinate the development of project implementation plans and budgets
  • Develop or improve the programming SOPs and provide technical support to field teams in delivering project outputs in a timely way.
  • Represent the technical side of CIP programme to the various Government bodies, the UN, and other NGOs.
  • Develop internal reporting mechanism to capture the field information with regular updates to Programme Director on monthly and quarterly basis. PM will ensure the development and submission of interim and final progress reports on donor formats
  • Review, monitor and manage the budget allocated for the project and ensure budget is utilized efficiently in line with donor requirements
  • Regularly participate in Project review meetings, represent CARE at provincial and district level clusters and feed field information to Country Office
  • Provide proper supervision and management to all direct reports and oversee the establishment and functioning of a strong and effective team to deliver project results
  • Provide training/ orientation to project staff about CARE and donor requirements
  • Ensure compliance with donor guidelines and CARE financial management and Procurement policy/protocols, for the effective financial management of each project
  • Manage the budget and ensure monitoring of monthly expenditures by project staff and make adjustments as required
  • Coordinate with CO and ensure that program support functions are available to guide and support for the project implementation in accordance with CARE policies and procedures

Job Responsibility #2: Food Security, Livestock, Agriculture and Livelihood Technical Intervention: % of Time:  30%

  • Technically lead the Food Security, Poultry, Livestock and Agriculture interventions to ensure quality and timeliness of the proposed activities
  • Work with the FSL Specialist in developing and reviewing of detailed Guidelines/Standard Operating Procedures for Kitchen Gardening, Poultry and Goat Rearing, for project interventions
  • Keep track of Food Security, Livestock, Agriculture and Livelihood activities performance, and contribute in conducting PDMs and implementation of key learnings in future programming
  • Represent the technical side of the Organization’s program to various Government bodies, UN, FSL Cluster, and other NGO's at national, provincial and district level
  • Ensure that the public health promotion activities are appropriate to the needs of the beneficiaries.
  • Ensure that all programs take gender issues fully into account; this includes the introduction of mechanisms to enable women to participate in decision making.

Job Responsibility #3: Logistics and Supply Management: % of time: 20%

  • Ensure proper verification of all supplies before procurement and delivery to the project sites for quality purposes in collaboration with the logistics team in accordance with CARE policies and procedures
  • Work with Logistics team to develop a procurement plan for supplies during humanitarian response, including (procurement of contingency stock if required)
  • Monitor the operational environment with respect to increased level of threat and advise the CIP security team for the security of CARE staff, assets and operations

Job Responsibility#4: External Liaison, Reporting and Representation: 10%

  • Establish and maintain good relations with government counterparts
  • Network and liaise with other NGOs or INGOs working on humanitarian Response in target districts
  • Establish and maintain good relations with relevant counterparts, including
  • Facilitate donor monitoring visits and evaluations, as appropriate.
  • Ensure timely, accurate and high quality donor reporting of the project, including narrative and financial reporting as per donor guidelines and formats

Job Responsibility # 5: % of Time: 5%

  • Any other tasks or responsibilities based on organizational and programming need as assigned by Line Manager.

III. QUALIFICATIONS (KNOW HOW):

A) Education/Training and Experience

  • Bachelor’s Degree in Social Sciences or other related field; a Master’s degree will be preferred.
  • A technical degree in Agriculture, Agronomy, veterinary sciences or related field is highly desirable.
  • Demonstrated 7 years of experience in Agriculture, Food Security & Livelihoods, livestock, preferably with an International NGO in a similar capacity; and a minimum of 2 years’ experience implementing FSL projects in target province of Pakistan. It is desirable that some of this should have been in emergency relief programmes.
  • Experience of working PHPF donor will be preferred.
  • Demonstrated experience of working in volatile and highly insecure operating environment.

B) Technical Skill

  • Technical knowhow and experience of kitchen gardening products and livestock.
  • Good project management and people management skills.
  • Ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations.
  • Diplomacy, tact and administrative skills in order to work with people at managerial and, on occasions, senior government levels.

C) Competencies

  • Project management and representation. Strong coordination skills with the ability to manage information including report writing and presentations
  • Technical writing and information analysis
  • Fluent in English and Balochi
  • Sensitive to the needs and priorities of disadvantaged populations
  • Demonstrated experience of integrating gender and diversity issues into public health promotion

IV. Duty Station and Level of Travel Required:

The position is based in Quetta/ Pishin, and entails travelling to targeted districts of the province as and when required.
