I. JOB SUMMARY:

CARE is implementing a project, based in Pishin (Quetta) and in line with the findings devised a proposed comprehensive inclusive strategy with an objective to provide life-saving food security, nutrition and livelihood support to vulnerable target host communities with a special focus on women. The interventions will include provision of poultry packages, goat packages, Kitchen gardening kits, Mott grass fodder cutting and C-19 IPC via radio and face-to-face sessions and distribute IEC materials with government of Pakistan and WHO approved messages.

Under the supervision of Project Manager and FSL Specialist, the Livestock Officer will ensure the overall livestock activities of the project are implemented according to the approved proposal, CARE standards and donor guidelines. The position will warrant that livestock production & health activities that enable to promote the livestock products and marketing would create more income for communities. S/he will serve as the primary liaison with government representatives, line ministries and communities at the field office level and will serve as point of contact for livestock issues at the district level and actively develop and maintain positive relationships with all relevant stakeholders. The position will actively engage in the beneficiary selection process under the guidance of Project Manager and provide support to the implementation of the livestock activities.

II. RESPONSIBILITIES AND TASKS

Job Responsibility #1: Technical planning, reporting, supervision and monitoring of the field activities: % of Time:  75%

  • Under the supervision of Food Security & Livelihood (FSL) Specialist and Project Manager, the Livestock Officer is responsible for the daily technical planning, supervision, monitoring and reporting of the field activities.
  • Advise the team on the formation of livestock strategy in the district assigned, including where to focus program resources, how to develop operational relationships, as well as how to address programmatic challenges.
  • Monitor and report to project manager the changing environment and thereby pro-actively contribute to evolving strategy in response to the ground realities.
  • Actively engage in the beneficiary selection process under the guidance of Project Manager and/or FSL Specialist
  • To conduct household visits, focus group discussions and key informant interviews upon the request of Project Manager and/or FSL Specialist
  • Participate in the formulation and development of Livestock Production, good farming/livestock/industry practices that relate to the development and utilization of feed resources, efficient animal nutrition, feed safety and Animal Health Objectives of the Project.
  • Assist in Developing Livestock strategies, methodologies and identification of new approaches for improving Livestock.
  • Take a lead role in the coordination and implementation of Livestock Services under the project.
  • Coordinate and Lead the activities in livestock management, dairy processing, food security and livelihoods
  • Contribute to activities related to animal nutrition and feeds.
  • Manage logistical and technical arrangements for demonstration farm.
  • Assist the FSL Specialist with preparations for procurement and delivery from vendors.
  • Obtain receipts and usage records. Keep accurate records of disbursements made and submit to the Project Manager.
  • Facilitate the development of commercial linkages between pilot lead farmer, buyers, processors and other value chain actors.
  • Build the capacity of target beneficiaries to develop Good Livestock Practices and High Yield
  • Plan, organizes and conducts training and orientation activities for Village Committees and beneficiaries, for the Livestock Management.
  • Coordinate and facilitate monitoring of ongoing projects with the Monitoring and Evaluation Unit.
  • File, document and report work progress to his/her line manager on weekly basis
  • Regular reporting of work progress to the Project Manager.

Job Responsibility #2: Stakeholder Coordination: % of Time:  20%

  • Regularly convene and participate in community, government and partner meetings.
  • Field coordination on best implementation including participants, local farmers and communities affected by the project activities.
  • Field coordination with local authorities and ensuring continuous communication with beneficiaries and communities’ representatives regarding the implementation of works and in order to ensure a flawless progress of activities.
  • Support in building relationships between CIP, district authorities, municipalities and communities.

Job Responsibility # 3: % of Time: 5%

  • Any other tasks or responsibilities based on organizational and programming need as assigned by Line Manager.

III. QUALIFICATIONS (KNOW HOW):

A) Education/Training and Experience

  • Bachelor’s Degree in Animal husbandry or DVM or any related field; a Master’s degree will be preferred.
  • 3-5 years’ experience in implementing Livelihood or livestock related projects. Experience in humanitarian and development organizations is desirable.
  • Experience implementing donor funded projects is preferred.
  • Knowledge in poultry, goat farming, and livelihoods is required.
  • Extensive experience in community participation and consultative-implementation methods.
  • Demonstrated experience of working in volatile and highly insecure operating environment.
  • In-depth knowledge of local government, culture and traditions; previous work experience in the target regions is desirable.

B) Technical Skill

  • Technical knowhow and experience of livestock production.
  • Excellent interpersonal skills.
  • Fluency in English and Balochi languages is required.
  • Technical writing and information analysis.
  • Diplomacy, tact and administrative skills in order to work with people at different levels.
  • Ability to manage multiple tasks and work under pressure in insecure environments.

IV. Duty Station and Level of Travel Required:

The position is based in Quetta/ Pishin, and entails travelling to targeted districts of the province as and when required.
