Background

On behalf of MenEngage Alliance South Asia, Shirakat – Partnership for Development, a Pakistani non-governmental organization and as Secretariat MenEngage Alliance Pakistan, is commissioning a research study on domestic violence in South Asian countries: Pakistan, Bangladesh, India, Nepal, and Sri Lanka. 

Domestic violence has remained a prominent form of gender-based violence in South Asia. According to recent news from the field, the cases of domestic violence have exacerbated during the outbreak of COVID-19. The lockdowns throughout the region have restricted the mobility of women and increased their vulnerabilities as they are in constant contact with the perpetrator at home. Although anti-domestic violence legal frameworks are present in many South Asian countries, poor implementation has led to ineffective outcomes in curbing domestic violence. Along with limited institutional incapacity and lack of awareness on laws, the social and cultural dynamics that lead to male dominance in domestic spheres and the prevalence of patriarchal systems are argued as barriers to effective implementation of the laws.

Shirakat is hiring a consultant/firm to undertake an online research study in the above mentioned South Asian countries and produce a research paper on domestic violence in South Asia.

Objectives:

The purpose of the research is to analyze the impact of COVID-19 on domestic violence in South Asia from men and masculinity and youth engagement lens and the social factors that hinder the implementation of policies on domestic violence. The research study is expected to achieve the following objectives:

  1. Provide a well-researched and holistic picture of the situation of domestic violence pre and during COVID-19 from men and masculinity and youth engagement lens, in Pakistan, Bangladesh, India, Nepal, and Sri Lanka.
  2. Gather information on legislative frameworks, and social and cultural indicators related to domestic violence in South Asia.
  3. Contribution to knowledge discourse and provide recommendations for civil society action.

 

 

 

 

Responsibilities of the consultant/firm:

The researcher (consultant/firm) will be responsible for the formulation of research design, collecting data (primary data collection through an online survey), performing analysis, and writing a research paper including recommendations. Following is the list of expected tasks to be undertaken:

  • Formulate research design including the conceptual framework, research questions, methodology sampling, etc.
  • Conduct a literature review
  • Design tools, methodology, and sampling for online data collection
  • Collect data through an online survey and online interviews with the relevant stakeholders (NGO members and workers etc.) and perform quality assurance of data collected
  • Tabulate and analyze primary data collected
  • Provide findings and analysis in the form of a research paper
  • Provide recommendations for civil society action as part of the paper

Deliverables:

  1. An inception report which includes research design and research plan (deadlines mentioned clearly) to be shared within 15 days of the signing of the contract;
  2. Submit all raw data along with questionnaires to Shirakat;
  3. Submit the final research paper within 15 days of receipt of final comments on the research paper.

 

 

Qualifications:

  • Experience of research of more than five years in the social sector.
  • Experience of research projects on gender equality.
  • Familiarity with engaging men and boys for gender equality.
  • Familiarity with the development sector in the South Asian region- preference will be given to the previous experience of conducting research in South Asian countries.

 

Content and submission of proposals:

The technical proposal should present a rationale, proposed methodology of research, and a work plan as well as the profile of the team/consultant (listing the relevant research experience).  CVs of the team proposed must be included.

The financial proposal must contain a line item wise detail of all the anticipated expenses by the consultant/firm.
