General objectives of the function: The Coordination Base Administrator is responsible of the accounting and administration related matters at coordination office Islamabad, and provide support for Field Base administrators on finance and accounting issues. He/she ensures that accounting guidelines are being implemented and respected; and finally he/she provides support and assistance to the Admin and Finance Manager.

 Key Responsibilities

-Build good understanding of procurement policy and thresholds as per ECHO guidelines.

-Responsible for ensuring overall compliance for all the payments, in line with donor guidelines.

-Review all the claims submitted by Logistics department and communicate if there are observations well in time.

-Make sure taxes are withheld in line with Income Tax Ordinance and Sales Tax Act.

- Assist Admin Manager in the preparation of income tax returns for the submission of taxes in Govt. treasury.

-Maintain log for all payments submitted by coordination office as well as field offices in order to deal with bottlenecks and track payment efficiencies.

-Update SAGA on daily basis by entering all the payments to keep bookkeeping updated all the time.

-Support Admin Manager for external audit and any donor verification/audit for preparing analytical analysis and voucher examination.

-Assist Admin Manager for preparing/updating BFF primarily for ECHO budget monitoring.

-Assist Admin Manager for project closure including but not limited to assets and inventory reconciliation and compilation of all reports. 


The position’s requirements are:

Academic Qualifications: Bachelor Degree in Management, accounting, Finance.

Experience: At least 3 years’ experience in accounting/finance preferably with INGO/NGO setup is required;


Conceptual: Leadership and Team Management/ Strategic planning and Vision/In-depth Analysis and Problem Solving

Transversal: Ability to deploy tools to manage/deal with the identified stress level, factors and causes. In addition to Ability to deploy mechanisms to reduce the and contain the complexity of a situation;

Technical: Accounting/Finance Management Competencies: Ability to supervise and coach teams on internal accounting control, and financial analysis, budget follow up, and financial reporting;

Linguistic Skills: Good communication skills in English & Urdu.
