Contract/Level:         Level 2 - ICS-10

 

1. General Background

  • Following a review of the 2015 International firm report and 2018 Local firm report, UNOPS in consultation with the Government determined that the next appropriate step is to perform a fully detailed site survey and condition assessment, collect all necessary as-built data, stabilize any conditions that may increase collapse risk, and perform a full quantitative engineering assessment of the 8 bridges in order to inform potential repair, retrofit or reconstruction interventions. 
  • The project is split into the following stages:
  • Tender procurement of Consultant (and Initial Contractor)
  • Consultant to survey eight bridges (including overseeing immediate repairs by a Contractor), data collection, production of as built drawings, assessment of bridge utilization factors and code compliance, and recommendations for interventions at each bridge
  • Consultant to design repair, retrofitting or reconstruction interventions for each bridge, provide construction information (including drawings, specifications, BOQs)
    • a) Tender procurement of Contractor for construction of proposed interventions Contractor to construct proposed interventions at each bridge. Consultant to provide quality assurance on site, and update as-built drawings on completion.
    • b) Handover to include maintenance manuals and training for both community users and government asset owners. Additional training planned for local consultants and contractors on suspension bridges and structural rigging using cables.

2. Purpose and Scope of Assignment

Responsibilities;

  • Monitor HSSE matters related to the project site and contractors and ensure that the Project is in compliance with the UNOPS HSSE Guidelines.
  • Manage and control safe execution of the construction activities by the contractor and verify the works and procedure meet relevant UNOPS HSSE requirements and guidelines.
  • Check and monitor the construction activities to prevent and avoid environmental impact.
  • Conduct Toolbox Talk with site personnel before the start of each critical site activity and ensure that records are maintained of the talks.
  • Assist Construction Supervisors in delivering Pre-Task Briefings to the workforce on the control measures identified in risk assessments and the safe system of work to be adhered throughout the project.
  • Develop and deliver the Site Safety Orientation Training for all workers including Subcontractors and visitors prior to starting work or visiting the site.
  • Assist the Project Manager in the development of safety procedures for high-risk activities and assist in briefing the workforce on their responsibilities under these procedures.
  • Monitor and update the HSSE risks register with the Project Manager and ensure all mitigation plans are strictly adhered to throughout the project execution. 
  • Report any Non compliance,unsafe working conditions  and unsafe acts immediately to the Project Manager.
  • Raise Near Miss / Incident Reports to the Project Manager in a timely manner.
  • Provide training to contractors and their staff on safe work practices.
  • Regular site visits to carry out HSSE site inspections and prevent/mitigate bad practices.

2. Monitoring and Progress Controls

3. Qualifications and Experience

       A.     Education

  • Advanced University Degree in Civil Engineering, Project Management, Business Administration,, or other relevant discipline.
  • University Degree (bachelor’s degree / first level) with a combination of 2 additional years of relevant professional experience in Engineering , Project Management, Business Administration, International Relations, Political/Security/developmentStudies, or other relevant discipline, may be accepted in lieu of the advance university degree.

       B.     Experience

  • At least 5 years of  field experience as an HSE Officer in construction industry
  • Hands on knowledge of Incident Reporting and Investigation
  • Experience of handling HSSE in large construction projects
  • Certifications in HSSE will be an added advantage.

Language Requirements

  • Full working knowledge of English is essential.
  • Knowledge of local language is required.
  • Fluency in one or more additional official UNOPS languages is an advantage.
