M&E Specialist – M&E Systems Assessment, KP
Pakistan Capacity Development Services – Small Business Set Aside
Background:
USAID's Pakistan Capacity Development Services -Small Business Set Aside (PCDS-SB) project is implemented by International Business Initiatives (IBI). It will seek to work with USAID’s indirect grantees in the GOP on issues and priorities related to Public Financial Management (PFM). The project will provide need-based technical assistance, capacity development services, and limited IT support (soft and hardware) to mitigate fiduciary risks facing major GOP entities.
PCDS-SB, a three-year project, will work with key federal (Islamabad) and provincial (Khyber Pakhtunkhwa and Sindh) GOP entities to address their critical fiduciary risks resutling from PFM policy and implementation gaps. The goal is to mitigte fidcuairy risks at the highest/policy levels so that its impact is passed onto all other GOP entities.
Objective:
The objective of the assignment is to assess whether an integrated provincial level M&E system and/or a dashboard is available for departments in KP or there is a need to go for new M&E system or strengthen the existing M&E system. The consultant/STTA will evaluate effectiveness of the current M&E system in KP. STTA shall also review secondary data of other provinces for comparison. The assignment will also assess the capacity gaps/ issues of relevant government staff.
The needs assessment will review two main areas related to M&E: 1) Existing databases and M&E system capabilities, relevance and functionality; and 2) Training needs of the P&DD) on existing or new M&E systems.
Period of Performance: October 1, 2020 to November 30, 2020

Key Responsibilities:
- During the first phase of the assessment, S/he will thoroughly review and analyze the existing M&E systems/databases of the government, including the M&E system(s) of the P&DD, Development Projects Management System (DPMS), Performance Management and Reporting System (PMRS) developed by the FATA Institutional Strengthening Program (FISP) for erstwhile FATA secretariat, M&E database of Health and Education departments developed by the World Bank, etc.
- During Phase-II, S/he will focus on assessing the training needs of the relevant government staff on newly developed or on existing M&E systems. This phase will help identify the gaps and suggest recommendations and way forward to address those gaps

1. Qualifications:
a. Education
University degree in business administration, economics, public administration or other relevant disciplines with experience of conducting assessments and studies for public sectors of Pakistan and knowledge of monitoring & evaluation (M&E) systems being used in public sector organizations in KP.
b. Professional Experience
The candidates should have at least ten years of working experience with public sector organizations and donor funded projects. S/he should have knowledge about functioning of government departments in Khyber Pakhtunkhwa.
c. Languages
For this position fluency in spoken English and Urdu is essential; ability to communicate in Pushto language will be an advantage.

b. Excellent writing and analytical skills are required
c. Excellent computer skills are required in the complete Microsoft Office (Word, Excel, PowerPoint/Visio).
3. Abilities
a. Planning and Organization
Ability to identify priority activities and assignments, allocation of appropriate amount of time and resources for completing work on-time.
b. Communication and Analytical Skills
Excellent communication and analytical skills in English and Urdu are required (Pashtu would be an advantage).

5. Special Conditions
STTA will be required to:
1) ensure compliance with the PCDS-SB and USAID’s polices regarding confidentiality of information.
2) observe due diligence in her/his performance of required duties during the course of implementation of assignment.
3) Ensure that all data relevant to this assignment is not used for purposes other than this assignment.
