CHILD SAFEGUARDING:

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

To facilitate country office research, analysis and management information systems including supporting development and implementation of research learning agenda; and designing, and implementing Web-based data management systems.

SCOPE OF ROLE:

Reports to: Specialist, Research, Evidence & Learning  

Staff reporting to this post: Partners MIS Staff will be indirectly reporting to this position.

KEY AREAS OF ACCOUNTABILITY:

Research, Evidence and Learnings:

  • Work closely with Specialist Research, Evidence & Learning to develop and implement research, evaluation and learning agenda for the Pakistan country office.
  • Support the designing and implementing of research and assessment studies by developing research proposals, methodologies, data collection tools, data entry software, analysis and reporting.
  • Lead the quantitative and qualitative data analysis and draft research and assessment reports and other learning products.
  • Work with teams to undertake analytical work and generate sectoral and cross-thematic learnings on trends and opportunities for SC in Pakistan to achieve better outcome for children.
  • Lead in implementing measures to development and maintaining an institutional knowledge base.

Management Reporting:

  • To develop a system for data management and reporting for Country Strategic Plan (CSP) milestones and outputs;
  • Develop and maintain Indicator Performance Tracking Tables for existing and upcoming projects;
  • Map out project indicators with CSP milestones and outputs to report annual and quarterly progress and achievements;
  • Consolidate project progress and total reach for country annual report and donor reports.
  • To work with thematic, provincial and project management for improving data management and reporting;
  • Responsible for the program management information needs and promoting data-driven decision making;
  • Compile and analyze data and share it with management and program teams at various levels;
  • Responsible to coordinate with partners for the implementation of data tools and collection of information.
  • Provide additionally requested information on an ad hoc basis;
  • Regular Analyse program and MEAL data (Action Plan Tracker and Feedback and Complaint Databases)

Maintaining and Upgrading Management Information System (MIS)

  • Application management and upgrading of the provided infrastructure;
  • Review of software design, coding standards, source control, and workflows;
  • Testing of requirements definition w.r.t projects needs and MEAL-MIS plan;
  • Ensure product integration and establish performance tuning  and optimization for  existing/ newly  developed applications;
  • Maintain and enhance existing applications by addressing usability, data consistency, and rendering issues.
  • Monitor application of standards and conventions for programming; maintain revision, version control systems (VCS)  and source control; and maintain central code repositories.

Others:

  • Coaching and Mentoring of MIS staff of partners and help them to develop a centralized MIS system for their Head office (based on availability of time and partners commitment).
  • Support reporting and proofreading of country office documents
  • Perform other tasks as assigned by the supervisor.

 Qualifications:

Masters Degree in Social Sciences or equivalent 16 year’s education from HEC recognized university. Preference will be given to candidates with computer science background

 Experience & Skills:

  • Approximately 4-5 years’ experience of designing and undertaking research, analysis and learning activities with an emphasis on data management and analysis.
  • Demonstrated experience of offline and online data entry platform development; and quantitative and qualitative data analysis using SPSS, NVivo, Stata, Ms. Excel or other software.
  • Ability to produce and disseminate research and evaluation outputs to a variety of audiences using effective approaches with limited guidance and oversight.
  • Reasonable familiarity with SQL Server, ASP.NET with C# and SharePoint. Preference will be given to candidates with experience of using web based data management services as well as Smart Phone environments and applications.
  • Excellent interpersonal, communication and presentation skills.
  • Fluency in written and spoken English is highly desirable.
