I.  JOB SUMMARY:

CIP is recruiting for a MEAL Officer for a year-long anticipated project aimed at strengthening government sector’s health system and providing immediate emergency response to curtail outbreak of COVID-19 across Pakistan in Punjab, Sindh, Baluchistan and KPK provinces. The project will address key barriers by providing necessary COVID-19 testing and medical assistance to at risk population in target areas, as well as addressing underlying vulnerabilities, by reaching out to direct beneficiaries, District Headquarter Hospitals (DHQs) and Tehsil Headquarter Hospitals (THQs) in different districts across Pakistan.

Under the supervision of MEAL Specialist, the Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer will ensure proper and timely monitoring & evaluation as well as quality & accountability of project interventions; the emphasis is on streamlining processes and tools for efficiency, effectiveness, and sustainability throughout the project cycle across different activities. The MEAL Officer will also play an important role in improving information management and data quality, and in strengthening knowledge sharing and learning across the organization and with the consortium partners. S/he will work with the program team to ensure proper implementation of the project on the agreed methodology and ensure the targets are achieved matching with indicators. The position will make regular field visits and ensure proper, regular and timely reporting by following up with the consortium partners and CARE project staff.

II. RESPONSIBILITIES AND TASKS

Job Responsibility #1: Monitoring and Reporting

% of time: 65%

  • Support in development of M&E plans and ensure that it is followed up during implementation;
  • Assist the project in identifying key compliance/quality questions and parameters capitalizing on the existing checklists and minimum standards for monitoring project performance;
  • Facilitate design of “SMART” objectives, logic models, monitoring frameworks, and evaluation plans during work-planning process;
  • Contribute to the development of annual work plans to identify project targets and ensure inclusion of M&E activities;
  • Establish and manage Complaint and Feedback Mechanism which facilitate beneficiaries/communities to register complaints and share feedback;
  • Conduct quality control tests on all incoming data and supervise data entry and data cleaning/editing processes;
  • Conduct field visits for data validation and to monitor the quality and completeness of data sets; coordinate data collection at project sites to monitor program development and ensure timely compilation and reporting of data; capture and document lessons learned; and champion the scaling up best practices;
  • Carry out follow-up monitoring visits to materialize actions agreed in the action plan;
  • Carry out data quality assessments/ audits regularly for MEAL data based on agreed indicators to guide decision making;
  • Maintain existing indicator tracking tools; develop additional databases and tracking tools as needed to demonstrate the effectiveness of project interventions;
  • Generate monthly indicator reports for tracking progress against key indicators as needed
  • Review monthly progress reports from partners and ensure they have evidence to back-up and provide feedback to the respective staff;
  • Collate/ prepare regional reports related to internal reporting such as the quarterly and annual reports;
  • Ensure that cross cutting issues such as participation, gender, age and disability are effectively addressed/ mainstreamed in all project implementations as part of ensuring accountability according to CARE’s programming principles;
  • Ensure Sex, Age, Disability Disaggregated Data (SADD), Accountability and Gender standards are consistently adhered in programme delivery;
  • Cultivate and strengthen relationships with local partner organization, donors, private sectors partners, and national authorities;
  • Support the IP to collect case studies, success stories and share it with internal and external audiences;
  • Plan and coordinate project reviews, evaluations to be conducted internally or externally as required by project M&E plan.

Job Responsibility #2: Learning, Training and Capacity Building

% of time: 15%

  • Support in assessing capacity building needs of Implementing Partners M&E and provide trainings accordingly;
  • Support in conducting trainings and provide other technical assistance to build capacity of implementing partner staff in M&E (based on capacity building plans) i.e Qualitative and quantitative data collections, developing tailored monitoring plan, and operating database systems;
  • Share learning and provide constructive comments to colleagues in order to ensure programme quality;
  • Provide documentation and dissemination of key findings stemming from monitoring, assessment, and other learning activities.

Job Responsibility #3: Assessments, Surveys and Evaluation

% of time: 15%

  • Timely plan and initiate real time evaluation of programme interventions.
  • Liaise with the program team and consortium partners to ensure that all project activities adhere to accountability requirements by supporting in conducting baseline surveys and relevant evaluations for ongoing projects to meet CARE standards;
  • Coordinate the review of all survey reports prepared to ensure quality and accurate reporting.

Any other task as assigned by the supervisor.

III. QUALIFICATIONS (KNOW HOW)

A) Education/Training:

Required:

  • Bachelor’s degree in Social Science, Statistics or related disciplines or equivalent;

Preferred:

  • Master’s degree and/or knowledge of statistical software i.e. SPSS, MS Access Database.

B) Experience:

Required: 

  • Minimum 3-5 years of experience in the field of M&E; experience of working in projects related to Health and WASH interventions;
  • Experience of working in humanitarian response projects with National and International NGOs is required;
  • Strong and Demonstrated experience of working with local partner organizations is required;
  • Experience of working with international donors is required.

Desired: 

  • Experience of working in a MEAL role with Echo-funded projects will be highly preferred;
  • Experience of working in large scale public health projects, especially working on control of epidemic diseases will be highly preferred.

C) Technical Skills:

  • Demonstrated experience developing tools and systems for, and building capacity of others in skills related to, program tracking and documentation.
  • Knowledge of monitoring and evaluation methodologies, including logical models, conceptual frameworks, and assessment/evaluation.
  • Demonstrated experience of implementing beneficiary complaint and feedback mechanisms.
  • Familiarity with qualitative and quantitative M&E data collection, verification & validation and analysis methods, including tracking indicators and conducting program evaluations.
  • Experience in planning and managing surveys, developing and refining data collection tools, and conduct data quality assessments and oversight.
  • Excellent report writing and data analysis skills
  • Well versed with handling database management systems.
  • Fluency in written and spoken English and Urdu; knowledge of any other local language will be preferred.
  • Excellent computer skills (MS office).
  • Highly organized, attention to detail and strong quantitative and qualitative analytical skills.
  • Good oral and written communication and interpersonal skills.
  • Strong rapport building and interpersonal skills.
  • Pro-active attitude with a proven ability to engage with multiple teams.

V.  DUTY STATION AND LEVEL OF TRAVEL REQUIRED

The individual will be based in Islamabad, with frequent travelling to project implementation sites, and partners’ offices.
