Tetra Tech ES, Inc. based in Arlington is recruiting for local Energy Sector Specialists for a USAID funded energy project in Pakistan anticipated in early 2021. The local Energy Sector Specialists will support the implementation of technical activities under the leadership of key personnel based in Pakistan. The project will identify and support the conditions that are necessary for sustained economic growth in Pakistan through a financially viable, reliable, and affordable power system. The work will focus on activities related to generation, transmission, distribution, and end-use of electricity in Pakistan. This activity’s objectives are: 

1. Support the development of a competitive power system to reduce costs and increase revenues and profitability. This effort could include a variety of activities, including the use of wheeling and electricity auctions, or developing new activities, such as a market for ancillary services.

2. Improve the performance of the electricity transmission and distribution system. This assistance should be results-oriented, such as reducing line losses, improving revenue recovery, and increasing the stability and connectivity of the grid.  

The successful candidates should have leadership and be mid- to senior-level technical experts as one or more of the following:

  • Electricity utility improvement and transformation 
  • Transmission system operation 
  • Distribution system operation 
  • Competitive energy procurement
  • Renewable energy (design, adoption, integration and scale-up)
  • Power sector planning (policies and tools)
  • Energy resource diversification 
  • Energy, policy, law and regulations
  • Advanced energy technology (design, adoption, integration and scale-up)
  • Private sector engagement 
  • Energy economics
  • Utility tariffs
  • Electricity Wholesale Market design and operation
  • Energy Efficiency
  • Distributed energy 
  • Distribution engineering
  • Power engineering
  • Energy resilience and cybersecurity 
  • IT platform/software development                                                             

Essential KSA’s Required (experience, skills, education, certification, etc.):

  • An undergraduate degree in engineering, physics, economics, energy, engineering, finance, management, policy, legal or similar technical field.
  • Minimum of 5 years of experience providing technical assistance and/or supporting development of infrastructure projects, with demonstrable experience (technical, financial, policy, international development) in the power sector. 
  • Ability to build effective relationships with peers, supervisors, clients, and stakeholders.
  • Strong oral and written communication skills.
  • Fluency in English (reading, writing and presentation skills) is required.
  • Eligibility to legally work in Pakistan

Valued but not required KSA’s:

  • A master’s degree in any of the above fields.
  • Experience working on USAID or other donor-funded energy projects in Pakistan or South East Asia
