JOB DESCRIPTION

Job Title:                     Occupational Health and Staff Safety Advisor

Location:                     Islamabad, with frequent travel to the field sites

Reporting Line:            Team Leader - BDRP

Job Status:                  Contractual

Summary of role:

The post holder will review, evaluate, and analyse work environment and assist in designing, implementation and monitoring of Organization’s programmes in Pakistan. She will advise the management on adoption of procedures related to the safety of staff in the office and in the field. She will be involved in the procurement of health equipment to ensure the standards especially procurement related to COVID-19. She will be responsible to support programme teams to design interventions that are safe and do not harm the community and environment. She will also provide capacity building support to Organization/ local NGO partner’s staff.

Specific responsibilities:

Technical:

  • Recommend measures to help protect staff from potentially hazardous work methods, processes or materials.
  • Advise communities or institutions regarding health or safety issues.
  • Evaluate health and safety risks, introduce preventive measures and develop a prevention policy
  • Conduct health or safety training programs
  • Inspect health equipment especially for COVID-19 to ensure that they comply with public health standards
  • Collaborate with health managers / healthcare professionals to plan or provide safe or healthy equipment or facilities
  • Select appropriate personal protective equipment with the assistance of other experts as required especially in context of COVID-19
  • To provide technical support to partners in ensuring that occupational and staff health related activities are according to the work plans and the modality document
  • Timely documentation of progress, challenges and learning for future implementation of occupational health and safety activities
  • Help in arranging first aid training to all Organization Pakistan staff.
  • Ensure that Organization’s programme are appropriately adapted to the field context by monitoring the use of tools and if necessary contributing to the revision of tool
  • Ensure inclusion of gender, age and disability, HIV & AIDS and COVID-19 in the overall planning, implementation and management of programme

Staff and Partners Capacity Building:

  • Develop technical training modules for staff capacity building to support the occupational health and safety activities
  • Provide necessary training for project staff to develop skills and capacities on the subject
  • Conduct regular field visits to verify quality/ progress of programme interventions and provide on field technical guidance

Programme Reporting and Monitoring

  • Support the Deputy/Team Leader, Thematic Specialists, Programme Managers, HR/System in compiling reports with different frequency (monthly, quarterly and annually) on Occupational Health and Safety interventions meeting donors and Organization requirements
  • Support the team and external consultant(s) for different research studies (assessments, sector specific research, baseline and end line studies)

Support in Procurement:

  • To represent Organization in partners procurement related responsibilities for occupational health and safety interventions by
  • Participate in the RFQ/ Tenders for selection of vendors for provision of health and safety equipment
  • Ensure technical compliance of health and safety equipment
  • Increase accountability to Organization’s code of conduct

Representation/ Coordination:

  • Establish close coordination and cooperation with national / provincial authorities, departments, local project partners, communities, project beneficiaries and other stakeholders
  • Proactive engagement with training services providers, clusters, and forums to present Organization programmes

Emergency Response:

The Occupational Health and Safety Advisor may be called upon as part of her roles and responsibilities to participate in and/ or provide support to emergency response situations when and where required in consultation with her line manager.

Internal: Team leader/ Programmes Director, Sector Specialists, Programme Managers, General System Manager, Finance and admin staff.

External: Government departments, Organization Local NGO Partners’ staff, Clusters/ working groups, NDMA / PDMA / DDMAs, I/NGOs and Research academia

Qualification and Expertise:

a)         MBBS doctor preferably with Post Graduate or higher qualification in occupational health, public health,

b)         At least three years of experience of managing and implementing occupational health and staff safety programmes preferably with an International NGO

c)         Strong understanding of Occupational Health and Staff Safety challenges in Pakistan

d)         Experience in undertaking need assessments and quantitative/qualitative research

e)         Experience in capacity building and working in a partnership mode with local NGOs

f)          Demonstrated capacity in technical support and coordination.

g)         Excellent Computer skills (MS Word, Excel, internet, etc.)

h)         Displays sensitivity and adaptability to different cultures, genders, religions, races, nationalities and age groups

i)           Good team player, self-starter, has ability to work under minimum supervision and maintain good relationships

j)           Effective multi-tasking, flexibility, organizational capacity, prioritization skills are necessary

k)         Excellent written and verbal communication skills in English

In carrying out the above duties, Organization Pakistan approved procedures must be followed at all times.

Special Circumstances:

Organization like other INGOs working in Pakistan, sometimes has to operate in risky environments/areas.  Organization has a security management plan to minimize all possible risks. In case of emergency/disaster, Occupational Health and Staff Safety Advisor will be required to assist the Programmes Director, Programme Managers and sector specialists to respond and make necessary arrangements.

Performance Standards:

Based on the above mentioned Duties and Responsibilities, specific performance standards will be worked out in consultation between Director of Programmes.
